Southeast Overtown/Park West Plan

On December 18, 1981 a meeting was held to discuss the status of the Southeast
Overtown/Park West Plan and the resolution of issues related to the Plan. Parti-
cipants in the meeting included William Ogden, representing the Park West Civic
Association; Ron Fine, a developer in the Park West area; Charles Hadley, a
member of the Dade County HUD Advisory Board; City Manager Howard Gary;
Director of the DDA, Roy Kenzie and Assistant City Manager for Planning
and Development, Jim Reid.
It was generally agreed that more meetings need to be scheduled on the Plan
as well as more emphasis placed on involving the Black community in the planning
process. ; ,

1. The Plan's boundaries within Overtown would be extended to
I-395.
2. The Park, West section of the Plan would explicitly deal
with goals to achieve maximum Black participation in the
jobs to be generated, construction contracts and eventual
business development within Park West,
3. A staging plan would be developed which provides a logical,
concurrent schedule of bond sales and subsequent investment
actions within Overtown and Park West.
4. The Plan would be explicit about the affordability of
housing to be provided both within Park West and Overtown.
It was agreed that the desirability of the above approach to Plan changes would be
explored with the Miami City Conunission, the Park West Civic Association, Overtown
Advisory Board and the Board of the Downtown Development Authority.
Assuming there is consensus on the approach, amendments wouldebe prepared as
quickly as possible so that the County Commission could adopt the Plan in February
or March of 1982. Responsibility for preparation of the Plan amendments would rest
with Jim Reid on behalf of the City of fliami and Roy Kenzie representing the Down-
to.gm Development Authority.
