The Miami Police Department has selected Officers Raymond Martinez
and Steve Rossbach, who were shot and wounded in the line of duty,
as its Most Outstanding Officers of the Month for October 1981.
At 3:00 A.M. the morning of September 12th, Officer Martinez was
investigating a burglary in -progress at 3420 N.W. 7th Street when
he observed three suspects escape through the roof of the business
and flee on foot. The officer gave chase and cornered the offenders
in a nearby yard. As he approached the subjects, one pulled a gun
which he had just stolen in the burglary and shot Officer Martinez
in the face and in the thigh. The officer's life was saved by the
quick response to the scene of the Rescue Squad and he is now
recovering from his serious injuries. All three offenders were
eventually captured.
Officer Martinez, 25, has been with the Miami Police Department two
years. He is assigned to the Patrol Section.
On the afternoon of October 5th, Officer Rossbach became the third
Miami Police officer to be shot in five weeks after he and his
partner became involved in a high speed chase of a vehicle believed
to have been used in a robbery. During the chase, along W.W. 28th
Street one of the two offenders fired numerous shots at the pursuing
officers with a high powered semi -automatic rifle. One of the
projectiles struck Officer Rossbach in the ear. As the officer
tried to bail out of his car, his head struck the pavement several
times while the car was still in motion. The police cruiser was
riddled with bullets and only Officer Rossbach's excellent evasive
driving tactics prevented injury to his partner and more serious
injury to himself. In this case too, all the offenders were
apprehended. Officer Rossbach is undergoing treatment for his
injuries and recovering well.
Officer Rossbach is 25 years old and a one-year police veteran.
He too is assigned to the Patrol Section.
Please advise my office of the date and time of the City Commission's
presentation of the Certificates of Appreciation for Officers
Martinez and Rossbach.

The Miami Police Department has selected Officer Diosdado Diaz as
its Most Outstanding Officer of the Month for November 1981.
A nine-year Miami Police veteran currently assigned to the Special
Investigations Section, Officer Diaz has been a key member of
several major investigations in recent months and throughout his
career. Most notably, he was the lead investigator in "Operation
Tick Talks," an eight -month investigation into an international
cocaine smuggling operation based in Miami. The probe was
extremely sensitive and required great dedication and personal
sacrifice on the part of Officer Diaz. Through the use of court
authorized wiretaps and room transmitters, 13,500 conversations
were intercepted, leading to the arrest of 41 offenders and the
seizure of five pounds of cocaine and over $150,000 in cash. This
investigation was of such magnitude that Governor Bob Graham
commended Officer Diaz and the other police officers on the case
for their efforts.
Another of Officer Diaz' investigations resulted in the arrest of
several subjects for manufacturing and selling machine guns and
silencers. Working with the Bureau of Alcohol, Tobacco and
Firearms, Officer Diaz initiated this investigation several months
ago. His work led to the arrest of six perpetrators and the
seizure of three machine guns and six silencers.
During that weapons investigation, Officer Diaz developed
information concerning the trafficking of marijuana. He pursued
the leads he had and on October 23rd, members of the Miami Police
Department executed a warrant in southwest Dade, arrested nine
offenders and confiscated $3 million worth of marijuana.
These arrests and recoveries were a direct result of Officer Diaz'
initiative and superb investigative methods.
