HomeMy WebLinkAboutR-82-0047RESOLUTION NO. 8 2 - 4 7 A RESOLUTION APPROVING AND CONFIRMING THE TERMINATION OF THE NEIGHBORHOOD ECONOMIC DEVELOPMENT PROGRAM AGREEMENT BETWEEN THE CITY OF MIAMI AND SMALL BUSINESS OPPORTUNITY CENTER, INC. (SBOC-WYNWOOD), SAID TERMINATION BEING EFFECTIVE JANUARY 140 1982; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE PURPOSE OF CONTINUING A NEIGHBORHOOD ECONOMIC DEVELOPMENT PROGRAM IN THE WYNWOOD CD TARGET AREA WITH AN ORGANIZA- TION BASED IN THE WYNWOOD CD TARGET AREA PROPER USING THE REMAINDER OF UNENCUMBERED FUNDS PREVIOUSLY ALLOCATED TO SBOC-WYNWOOD, FOR THE PERIOD COMMENCING JANUARY 15, 1982 TO JUNE 30, 1982, IN AN AMOUNT NOT EXCEEDING $50,000. WHEREAS, pursuant to Resolution No. 81-562, June 25, 1981, the City Commission authorized the City Manager to execute an Agreement with Small Business Opportunity Center, Inc. (SBOC- Wynwood) for the purpose of continuing a Neighborhood Economic Development Program in the Wynwood CD Target Area of the City; and WHEREAS, SBOC-Wynwood is an organization based in the Little Havana Area of the City and has been representing the Wynwood CD Target Area of the City, thereby creating resentment within the Wynwood community and resulting in an ineffective use of funds provided under the aforesaid Agreement; and WHEREAS, pursuant to Motion No. 81-950, adopted November 12, 1981, the City Commission expressed its desire to have the Wynwood CD Target Area represented by an organization based in said com- munity; NOW, THEREFORE,BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The termination of the Neighborhood Economic Development Program Agreement between the City of Miami and Small Business Opportunity Center, Inc. (SBI)C-Wynwood) is hereby approved and confirmed; said termination being effective January 14, 1982. Section 2. The City Manager is hereby authorized to enter into an agreement with an organization based in the Wynwood CD Target Area proper for the purpose of continuing a Neighborhood Economic Development Program using the remainder of unencumbered Cny COMMISSION MEETING OF J A N 1 41982 .......................,,.,,, funds previously allocated to SBOC-Wynwood, commencing January 151 1982 to June 30, 1982, in an amount not exceeding $50,000. SBOC-Wynwood, a Little Havana based organization, has represented the Wynwood CD Target Area, in terms of managing and administering said area's Neighborhood Economic Development Program, since July 1980. SBOC's failure to involve the Wynwood community in the economic, as well as decision -making processes and activities of the area have created a community resentment which subsequently has resulted in a sub -par performance by SBOC-Wynwood. To this end, it is recommended that the Agreement with SBOC-Wynwood be terminated on January 14, 1982. It is further recommended that the remaining unencumbered funds, pre- viously allocated to SBOC-Wynwood, be reserved until a viable organiza- tion based in the Wynwood CD Target Area proper is created and has presented an acceptable proposal and work program to the City through the Department of Trade & Commerce Development. At that time said organization shall be funded with the remaining unencumbered funds previously allocated to SBOC-Wynwood. JAC:dm 82-47
