A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI APPROVING THE EFFORTS OF THE
FLORIDA LEAGUE OF CITIES TO SECURE PROPERTY
TAX RELIEF FOR THE PEOPLE OF FLORIDA AND AN
ALTERNATE GROWING SOURCE OF REVENUE FOR LOCAL
GOVERNMENTS THROUGH A 1i STATEWIDE INCREASE IN
THE SALES TAX AND URGING THE FLORIDA LEGISLA-
TURE TO ENACT LEGISLATION EMBODYING THE
PROPERTY TAX RELIEF AND LOCAL GOVERNMENT
ASSISTANCE PROGRAM OF THE FLORIDA LEAGUE OF
CITIES; FURTHER DIRECTING THE CITY CLERK TO
FORWARD COPIES OF THIS RESOLUTION TO THE
INDIVIDUALS NAMED HEREIN.

WHEREAS, the burden of property taxation on Floridians is
becoming increasingly heavy and unfair; and
WHEREAS, the property tax is an inadequate source of revenue
for local governments facing exploding demands for public services
in such essential areas as law enforcement, transportation and
waste treatment and diposal; and
WHEREAS, in view of the exemptions for purchases of essential
items such as food and medicine, the sales tax is more equitable
than the property tax and is paid by all those who benefit from
public services in Florida including tourists, who pay as much as
30% of the sales tax; and
WHEREAS, the sales tax is an appropriate means for relieving
the property tax burden of Floridians and for providing local
governments with a growing source of revenue; and
WHEREAS, the Florida League of Cities has established a Strike
Force for Property Tax Relief for the purpose of securing property
tax relief and state assistance to local governments through a 1¢
statewide increase in the sales tax;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The legislative program of the Florida League of
Cities regarding property tax relief and state assistance to local
governments is hereby approved, which legislative program is as
follows:
(A) A 1e statewide increase in the sales tax; [JAN

(B) An equitable division of the revenue from the l¢ sales
tax increase between the Revenue Sharing Trust Fund for Municipali-
ties and the Revenue Sharing Trust Fund for Counties;
(C) Distributions to municipalities and counties from the
Revenue Sharing Trust Funds in accordance with the existing form-
ulas applicable to each; and
(D) A mandatory, minimum reduction in property taxes from
fiscal year 1981-82 levels equal to the increase in revenues to
local governments resulting from the 1¢ sales tax legislation,
multiplied by the percentage of the sales tax paid by Floridians.
Section 2. The Legislature of the State of Florida is hereby
urged and requested to enact legislation embodying the aforesaid
property tax relief and local government assistance program of
the Florida League of Cities.
Section 3. The City Clerk is hereby directed to forward
copies of the herein resolution to the Legislative Delegation of
Dade County, Florida, the President of the Florida Senate, the
Speaker of the Florida House of Representatives, the Governor of
the State of Florida and to the Florida League of Cities.

The City of Miami has been requested to adopt the attached resolution supporting
the Florida League of Cities proposal for a one -cent increase in the state-wide
sales tax. The Florida League's proposal would return all of this money to local
governments with 70% to be used to reduce property taxes and 30% used for discre-
tionary purposes by the local government. This revenue would be returned to the
cities and counties through the State Revenue Sharing formula. Funds from this
resource would assist the Cities in offsetting increased costs due to inflation
as well as demands upon the City for additional services resulting from Federal
and State budget reductions.
Also attached is information received from the Florida League of Cities Strike
Force for Property Tax Relief further explaining their position.
This needs to be presented to the Commission at the earliest possible opportunity
as the legislature begins its legislative session on January 18, 1982.

The Florida League of Cities' Strike Force for Property Tax Relief that was formed at the annual convention of
the FLC in Orlando last month is doing great. Your Strike Force has been meeting around the State with
editorial boards and other business and community organizations receiving legislative commitments. The
response has been tremendous. We are seeing a substantial change in attitude since the legislative session last
spring because many home owners and businesses have seen a substantial increase in their property taxes across
the State.
The Strike Force has been meeting regularly, most recently in Fort Lauderdale, where they adopted the
enclosed Resolution. It is important that your city also adopt this Resolution to create the consensus necessary
to develop support for the success of our program. Basically, we are requesting a one -cent increase in state-wide
sales tax (S800 million) with the money to be divided equitable between cities and counties. 707c of the
money that your city receives will be mandated for property tax relief and 30% will be for discretionary sources.
This 70% is the portion of the sales tax paid by Floridian's and the 30"b is the portion paid by non -Floridians.
Thus, the increase in the sales tax paid by Floridian's results in an equal reduction in the property tax paid by
Floridian's. So, rather than a tax increase, it will be a replacement tax that is easier to pay.
Please adopt the Resolution (on the back) and send the original to the Clairman of vour Legislative Delegation.
Send copies to each member of your Legislative Delegation and a copy to me here at the League office. The
Legislators must see that the cities of this State are behind Property tax relief for their citizens.

The support for our program is growing in geometric proportions and it appears that many Legislators feel they
can support a one -cent sales tax even though it is an election year because 701,o will be mandated for property
tax rollback. When you talk to your Legislators ask them to support the position of the Florida League of Cities'
Strike Force for Property Tax Relief.
The next meeting of the Strike Force will be held in Jacksonville on December 9 and for those of you in the
area, we welcome your participation.

W I T N E S S E T H
WHEREAS, the burden of property taxation on Floridians is

passed by the City of Miami Commission on
January 14.
We appreciate your support of the Governor's
efforts to provide a needed source of revenue
for local governments. Our recommendation is
for the funds generated by the one-half cent
local option sales tax to be kept in the county
of collection to be shared equitably by the
county and its municipalities, with these local
government units themselves determining how these
funds will be spent.

the resolution regarding a proposed sales tax increase.
I have instructed our Committee on Finance &
Taxation to study the various proposals so that the
legislature might address these issues during this
session. I strongly believe there is a need for
ad valorem tax relief and I believe there is a need
for aid to local government and more funding for
the criminal justice and transportation systems.
I would favorably review a proposed increase if
all of these measures were addressed in the legislation.
I appreciate your interest and concern, and
thank you again for apprising me of the Commission's
thoughts. I will keep them in mind as the session
progresses.
