HomeMy WebLinkAboutR-82-0037T 3 Z I RESOLUTION NO. 8 2 . 3 7. A RESOLUTION AUTHORIZING AN INCREASE IN THE CONTRACT IN AN AMOUNT NOT TO EXCEED $30,000 BETWEEN THE CITY OF MIAMI AND EVENSON-DODGE, INC. FOR PROVIDING HOUSING FINANCIAL ADVISORY SERVICES IN CONNECTION WITH THE PRODUCTION OF HOUSING FOR LOW AND MODERATE INCOME FAMILIES; SAID FUNDS TO BE PROVIDED ENTIRELY FROM THE GENERAL OBLIGATION HOUSING BOND FUND. SHE REAS, there exists a shortage of adequate housing units for households of low and moderate income in the City of Miami; and WHEREAS, the City of Miami's Housing Bond Issue provides the City a valuable tool to meet the housing needs of its low and moderate income households; and WHEREAS, the initial step in meeting these housing needs of low and moderate income households is the expansion of existing City programs and the development of new and innovative housing financing mechanisms and programs specifically designed to address the housing needs of the City of Miami's low and moderate income households; and WHEREAS, on January 22, 1981, by Resolution No. 81-55, the City Commission authorized execution of an agreement with Evenson-Dodge, Inc. to provide the above -mentioned services; and WHEREAS, the City of Miami and Evenson-Dodge, Inc. have entered into contract dated May 1, 1981, for said services in the amount of $30,000; and WHEREAS, the original amount provided for under this contract has been utilized and there exists a need for the City to secure additional services; and WHEREAS, funds to pay for the additional financial advisory services are available from the General Obligation Housing Bond Fund. The contract between the City of Miami and Evenson-Dodge, Inc., to provide housing financial advisory services in connection with the production of housing for low and moderate income families is hereby ina-reased in an amount not to exceed $30,000 with said funds to be provided entirely from the General Obligation Housing Bond Fund. In March, 1976 the City of Miami's voters passed a $25,000,000 General Obligation Housing Bond Issue to be used for financing housing for low and moderate income renter families. On January 22, 1981 the City Commission by Resolution No. 81-55 authorized the City Manager to enter into an agreement wit the firm of Evensen-Dodge, Inc., in order to provide housing financial advisory services to the City in connection with the production of housing for low and moderate income families. On May 1, 1981 the City entered into contract for $30,000 with Evensen-Dodge, Inc., for the above mentioned services. The firm assisted City staff in developing methods by which the City through its local bond issue could participate in the financing and development of low and moderate rental housing. The City Commission has approved the Affordable Rental Housing Develop- ment Program which will facilitate construction of approximately 1,000 i privately developed rental dwelling units for occupancy by families and individuals of low and moderate income. There exists a need for additional advisory services which exceed those outlined in the contract. In order to implement the Affordable Rental Housing Development Program, it is requested that an amount not to exceed $30,000 be authorized for this purpose. Funds for the proposed increase in contract will be provided through the City's General Obligation Housing Bond Fund. City Commission approval of this item is recommended. /lg a 82-37
