HomeMy WebLinkAboutR-82-0029RESOLUTION 140, 8 2 2 9 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, SUBSTANTIALLY IN ACCORD- ANCE WITH THE TERMS OF THE ATTACHED PROPOSAL, WITH THE HAITIAN AMERICAN COMMUNITY ASSOCIATION OF DADE, INC. (H.A.C.A.D.) PROVIDING UP TO $1050595 IN FEDERAL REVENUE SHARING FUNDS TO H.A.C.A.D. FOR THE PURPOSE OF IMPLEMENTING A COMPREHENSIVE SOCIAL SERVICE PROGRAM TO ALLEVIATE SOME OF THE NEEDS OF INDIGENT HAITIAN REFUGEES. WHEREAS, the City Commission desires to help alleviate some of the needs of indigent Haitian refugees; and WHEREAS, Federal Revenue Sharing funds have been identified which can be used for this purpose; and WHEREAS the Haitian American Community Association of Dade, Inc. (H.A.C.A.D.) has the experience and support of the Haitian community to provide a comprehensive social service program in Little Haiti; and WHEREAS, the City Commission adopted Ordinance No._ 9362 on January 14, 1982 appropriating a sum of $105,595 for a com- prehensive Haitian social service program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A sum of up to $105,595 in Federal Revenue Sharing funds is hereby allocated to the Haitian American Community Associ- ation of Dade, Inc. (H.A.C.A.D.) for the purpose of implementing a comprehensive social service program to alleviate some of the needs of the indigent Haitian refugees. Section 2. The City Manager is hereby authorized to execute an agreement, substantially in accordance with the terms of the attached proposal, with the H.A.C.A.D. for the above purpose. On December 10, 1981, the City Commission passed a motion (M-81-1063) approving in principle a program presented by H.A.C.A.D., as outlined in the ordinance identified as item 14 on the November 12, 1981 agenda and the attendant resolution identified as agenda item 14a (in the same agenda), both referring to a proposed allocation to H.A.C.A.D., and further instructing the City Manager to bring such legislation back at a future City Commission meeting for their consideration. This legislation is a companion item to an appropriation ordinance. While the proposal accurately identifies well known socio- economic factors which contribute to problems faced by entrants (language barriers, food and shelter shortages, economic dependency, acculturation pro- blems, health, etc.), the proposal appears to be too broad based to be effective in solving all the problems identified. The project proposes to provide com- munity planning, housing assistance, home management services, outreach, transportation, information and referral, health maintenance, emergency food, and legal services. The proposal is general in terms of service delivery and it is not clear as to which direct services it intends to provide. In order to provide a higher quality of service, it is staff's recommendation that the project focus on selected service areas rather than a more general coverage approach which may touch upon several problem areas but provide no real solutions. In light of the budget submitted, it is recommended that the project develop a specific full scale tenant education/legal services program in conjunction with an emergency food component. This would address the greater large scale needs of the Hiatian entrants. 6. 82-29
