A RESOLUTION IN CONNECTION PITH THE COCONUT
GROVE ARTS FESTIVAL, ON FEBRUARY 19, 20 AND
21, 1982, CLOSING CERTAIN STREETS TO THROUGH
TRAFFIC ON SAID DATES DURING SPECIFIED HOURS
AND ESTABLISHING A PEDESTRIAN MALL; SAID
STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS
BY THE POLICE AND FIRE DEPARTMENTS; WAIVING
ONE-HALF OF THE RENTAL FEE AND GRANTING
PERMISSION FOR THE USE OF PEACOCK PARK
SUBJECT TO PAYMENT BY COCONUT GROVE ASSOCIATION,
INC.OF ALL RELATED COSTS; ALLOCATING MONIES
FROM SPECIAL PROGRAMS AND ACCOUNTS - QUALITY
OF LIFE PROGRAM TO COVER THE COST OF SAID
WAIVER, WITH THE ASSOCIATION TO PAY FOR TWENTY
THREE OFF -DUTY POLICE OFFICERS AND TWO SERGEANTS
AND ONE LIEUTENANT; PROVIDING THAT THE COCONUT
GROVE EXHIBITION CENTER PARKING LOT AND THE CITY
EMPLOYEE PARKING LOT BE MADE AVAILABLE ON
SATURDAY AND SUNDAY; PROVIDING THE USE OF
TWENTY THREE DUMPSTERS, AND FIFTY TOTE BARRELS
TO BE SERVICED DAILY, INCLUDING SUNDAY, SUBJECT
TO PAYMENT OF CLEANUP COSTS BY COCONUT GROVE
ASSOCIATION, INC; ESTABLISHING THE AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE FESTIVAL
PERIOD.
WHEREAS, the Coconut Grove Association, Inc. has
requested assistance in connection with the 19th Annual Coconut
Grove Arts Festival 1982;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. In order to establish a temporary pedestrian
mall, the following streets are hereby closed to through traffic
on February 19, 20-and 21, 1982, during the following hours;
such closing of streets being subject to the issuance of permits
by the Police and Fire Departments:

Section 2. The waiver of one-half of the regular
rental fee per day for the use of the administrative building
located in Peacock Park as temporary headquarters, together with
the use of the said park for cultural affairs only during the
aforesaid 3-day period is hereby granted to Coconut Grove Associ-
ation, Inc., the sponsors of the Annual Coconut Grove Art Festival,
with funds hereby allocated from Special Programs and Accounts -
Quality of Life Program.
Section 3. Said fee waiver set forth in Section 2 hereof
is granted subject to Coconut Grove Association, Inc., paying for
event personnel, insurance, and all other direct costs borne by the
City.
Section 4. The Association shall pay for the services of
23 Off -Duty Police Officers and 2 Sergeants and 1 Lieutenant with
time and length of duty to be set at the discretion of their police
supervisors at the request of the Coconut Grove Association, Inc.
Section 5. The use of the Coconut Grove Exhibition
Center's parking lot will be made available during this event,
together with City employee parking lots on Saturday and Sunday.
Section 6. The use of 23 dumpsters and 50 tote barrels
will be made available, located throughout the festival grounds,
to be serviced daily by the City, including Sunday, subject to
payment of cleanup costs by the Coconut Grove Association, Inc.
Section 7. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City Code,
as amended, will not be valid in the following designated area
between the hours of 7:00 A.M. and 7:00 P.M. on February 19, 20 and
21, 1982:
South Bayshore Drive from Pan American Drive to
McFarlane Road; McFarlane Road from South Bayshore
Drive to Main Highway; Grand Avenue from McFarlane
to Mary Street; Mary Street from Grand Avenue to
South Bayshore Drive.

It is recommended that the attached
proposed resolution providing for
the Coconut Grove Arts Festival on
February 19, 20 and 21, 1982 be
presented to the City Commission for
consideration.
The 19th annual Coconut Grove Arts Festival is scheduled for February 19, 20
and 21, 1982. The Coconut Grove Association, Inc., supporters of the arts
festival, has requested that the location be adjusted this year to situate
the festival immediately adjacent downtown Coconut Grove. This change in
location cranes as a result of the expressed concerns of festival sponsors for
integrity, crowd control and unauthorized ventures, particularly in the show.
The proposed relocation has been evaluated by appropriate City offices without
objection.
The Coconut Grove Chamber of Commerce has taken exception tothe relocation of
the arts festival and is requesting a Banyan Festival -type event in the Coconut
Grove business district to run concurrently. Nldle authorization of festivals
is a matter of City Commission policy, consideration must be given for the flow
of traffic through Coconut Grove and crowd control. Adequate vehicular traffic
flow through Ooconut Grove cannot be maintained if both events are held as
requested, and proper crowd control is questionable.
The alternatives are:
(1) Permit the Coconut Grove Arts Festival to relocate
as requested.
(2) Require the arts festival to remain in the Coconut
Grove business district, the same location as previous
years.
(3) Permit both the arts festival and the Chamber of
Ccmmeroe event to run concurrently.
The attached proposed resolution providing for the Coconut Grove Arts Festival
has been prepared with the relocation of the festival as requested by the
Coconut Grove Association, Inc.

Since its inception in 1963, the Coconut Grove Association
has been a vital part of Coconut Grove. The annual Coconut
Grove Arts Festival has become one of the outstanding events
in Miami and Dade County, attracting artists and visitors
from every part of the country, and, increasingly, other
countries. As one of the most selective shows in the coun-
try, it is regarded with respect by participants and purchasers
alike, and is a front-runner in encouraging public awareness
in good arts, both visual and performing.
The importance of the Coconut Grove Arts Festival both to
ti the cultural life of the Community and to the tourism indus-
try cannot be over -emphasized. Any threat to the integrity
of the Festival must be regarded seriously. If the Coconut
Grove Association, with full-time planning and effort, makes
the decision that the site of the Festival must be altered
for reasons of public safety, then I think that decision
should be honored. The possibility of any crowd incident,
and the attendent unfavorable publicity, is the stated reason
for the move; I believe this should be considered carefully.
To alloy.* another group to bring other events into the area,
particularly at this late date, w.th no evidence of serious
planning, could jeopardize a well recognized and important
event in our Community.

Grove Arts Festival's request to move the location of
their annual event to the area of McFarlane Road and
South Bayshore Drive.
We also suggest that the integrity of this established
event in our community be maintained at the past level. No
other groups, including the Chamber of Commerce, should be
allowed to conduct any similar activities in Coconut ;rove
on the same date.
