AS THE CITY OF MIAMI'S REPRESENTATIVE
ON THE MIAMI-DADE LIBRARY ADVISORY BOARD
TO SERVE A TERM OF 3 YEARS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby selec-
ted as the City of Miami's representative on the Miami -Dade
Library Advisory Board to serve a term of 3 years:

As required under Dade County Ordinance 77-81 (attached), the Miami -Dade
Public Library Advisory Board met on October 19, 1981 to select candidates
for vacancies created by terms expiring on September 30, 1981. One of the
three vacancies is a City of Miami position on the Board:
Edmond T. Henry III
As specified in the Ordinance, the Miami City Commission is to select one
of the three candidates recommended by the Library Board and submit the name
to the Dade County Commission for appointment to a three-year term. Attached
is the list of candidates arranged in the order of preference recommended by
the Board. All of the candidates are qualified under the terms of the
Ordinance and each has agreed to serve, if selected.
Mr. Henry was appointed by the Miami City Commission by Resolution #79-825A,
dated December 5, 1979, to fill the vacancy on the Library Board created by
the resignation of Dr. Faye Walker to September 30, 1981. The Library Board
unanimously recommended the re -appointment of Mr. Henry. He has served only
one year and the Board feels his experience and knowledge of the library should
not be lost.

The accompanying ordinance was prepared and placed on the
agenda at the request of the Chairman of the Public Library
Advisory Board. The proposed amendments have been approved by
Mrs. Marcie Ersoff, the Chairman of the Library Board; Mr.
Ed Sintz, Director of the Department of Libraries, and Mr.
Robert Homan, Assistant to the City Manager of the City of
Miami.
The amendments proposed improve the selection and appoint-
ment process of the Library Advisory Board as follows:
1. The amendments eliminate the requirement that
five members of the nine member board must
be residents of municipalities served by the library
system. There are presently nine Dade County
municipalities not included in the library system and,
in the future, as some of these municipalities join,
they would likely want representation on the Library
Board and it would be impossible to assign each a seat.
We would, of course, retain the requirement that "the
board shall be representative of the various interests
of this metropolitan area in respect to geographic and
economic factors". Because of the major contribution
of the City of Miami in transferring its library system
to Dade County in 1971, the representation from the
City should be maintained. Paragraph *18 of the
Agreement between the City and County on the transfer
of the Library System requires representation on the
Board for three City residents.
2. Vacancies on the Board would be filled in the same
manner recently provided for other County boards:
the County Commission would select one of three names
submitted by the Board.
With regard to vacancies of representatives from the
City of Miami, the City Commission would initially
select one of the three names before County approval.
