HomeMy WebLinkAboutO-09364ORDINANCE NO , ' AN ORDINANCE ESTABLISHING A NEW TRUST AND AGENCY ACCOUNT ENTITLED "LOCAL GOVERNMENT CRIME CONTROL PROGRAM', AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $356,192; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE; AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the 1981 Florida Legislature appropriated $10,000,000 to be distributed to counties and municipalities for law enforcement assistance; and [dHEREAS, the House General Appropriation Bill 30-B provides that funds in Specific Appropriation 1135B shall be distributed among county governments according to the percentages of county population of the State population as defined in the 1980 U. S. Bureau of Census Report; and WHEREAS, the county allocation shall be further divided among each county and municipalities within the county based upon the percentage of population within each government entity; and WHEREAS, these funds are provided on a nonrecurring, one-time basis for nonrecurring expenditures related to local government crime control, correctional or detention programs; and WHEREAS, the City of Miami has received $356,192.27 from the State of Florida; Department of Revenue for nonrecurring expenditures related to local government crime control; and WHEREAS, these monies represent the City of Miami's . share of the funds appropriated under House Bill 30-B General - Appropriations; Specific Appropriation 1135B by the 1981 Florida Legislature; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Trust and Agency Putd is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Local Government Crime Control Program RESOURCES: The State of Florida: Department of Revenue $356,192 Total Resources $356,192 s APPROPRIATIONS: Local Government , Crime Control Program $356,192 Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of Section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Harms FY81 Legislative Appropriation Chief of Police Local Government Crime Control Ordinance IT IS RECOMMENDED THAT THE CITY COMMISSION APPROVE AN ORDINANCE ESTABLISHING A NEW TRUST AND AGENCY ACCOUNT ENTITLED "LOCAL GOVERNMENT CRIME CONTROL PROGRAM" AND APPROPRIATE FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $356,192. The 1981 Florida Legislature has provided in Specific Appro- priation 1135B $10,000,000 to be distributed among county governments and municipalities according to the percentages of county population of the State population as defined in the 1980 U. S. Bureau of Census Report. These funds are provided on a nonrecurring, one-time basis for nonrecurring expenditures related to local government crime control, correctional or detention programs. The Miami Police Department, is proposing that the funds provided for in the above referenced appropriation be allocated for the following six (6) programs; 1. Comprehensive Community Crime Prevention Program (continuation funding) This program is currently in its second funding cycle which will expire on May 21, 1982. The objective of this program is to coordinate available government - resources, business, citizen and neighbor- hood organizations in a concentrated crime prevention program. Resources: The State of Florida Department of Revenue $125,258 Appropriation: Comprehensive Crime Prevention Project $125,258 9364 Howard V, Gary 2 j City tianager 2, marine Patrol Program The present level of police services in the marine environment is clearly substandard, This program will provide for the procure- ment of two vessels that would be required to adequately deliver these services. Resources: The State of Florida Department of Revenue $80,000 Appropriation: Marine2-atrol Program $80,000 3, -,,Iajor Crime Scene and Mass Arrest Processing 'Jehic e Program The present ability of the Miami Police Department to adequately provide mass arrest prisoner processing and major crime scene processing is severely limited. Tais program will provide for a fully equipped mobile unit to respond to these situations to provide major crime scene and mass arrest processing. Resources: The State of Florida Department of Revenue $35,000 Appropriation: Major Crime Scene and Mass Arrest Processing Vehicle Program $35,000 4. Special Weaons and Tactics (SVIAT) Equipment —a; -id Transportation Vehicle Program The Miami Police Department's Special Weapons and Tactics (SWAT) Teams do not have adequate transportation capabilities. This severely affects the ability of the Police Department to adequately and rapidly deploy these teams and support equipment when needed. This program will provide for the procurement of a transportation vehicle capable of mobilizing two (2) teams and equipment. 9364 'jA Howard V, Gary City Manager �3W. Special Threat Rescue and Recovery Vehicle Program This vehicle will provide the Miami Police Department with the ability to rescue injured victims from hostile environments or special threat situations and reduce the vulnerability of rescue personnel to harm. Resources: The State of Florida Department of Revenue $60,000 Appropriation: Special Threat Rescue and Recovery Vehicle Program $60,000 6. Bomb Response Program The Miami Police Department has no safety - equipped response capability to suspected and actual explosive devices. Our police officers and trained bomb technicians have been dependent upon the limited and fre- quently delayed response of the Davie County bomb squad. This program will result in a special bomb response capability for the City of Miami by equipping our bomb technicians with a bomb response trailer as well as appropriate render -safe and investigative equipment.
