I understand some preliminary inquiries have been made, but I would like to have from you a report on this situation as well as a recommendation to transmit to Mrs. Kaye concerning her specific problem. Mrs. Kaye has also requested an appearance before the City Commission at the February 11 meeting. Enclosed herewith is her written request. Mrs. Kaye is also contemplating some sort of action against the City and/or the Community Development Department, and for this she needs a list of all those persons that have applied and have been rejected or approved for housing rehabilitation loans. Gary City Manager = Dena Spillman Director Community Development CITY OF .'•11.�?11. 1F1L�ORI(C7A 1� IN- '82 FEB 2 Pgbria`41 2, 1982 -ICE Great Neighborhood Residential Rehabilitation Program - Mrs. Annette Kaye's application E tiGl_U sl7 F 73. 12 In response to your request of January 22, 1982 concerning the application of Mrs. Annette Kaye for assistance under the Great Neighborhood Residential Rehabilitation Program, I have attached the relevant correspondence from Community Development files. Mrs. Kaye applied in January, 1981 for assistance. Staff prepared an initial package of some $8,000 in repairs which would be covered by a grant based on Mrs. Kaye's income. This package was put out for bid in April and no acceptable bids were received. Mrs. Kaye requested a number of changes in the package which was rebid at the end of May, with an estimated cost of $18,500. This increase was based almost solely on property improvements rather than code mandated repairs. Mrs. Kaye required meetings with the two successful bidders to review their qualifications. Both contractors withdrew their bids after these meetings stating that they would not work with Mrs. Kaye. Because of the extensive time already spent by staff on this case, Ms. Kaye was told in June that she would have to find a contractor whom she could work with. She was also told that her income was not sufficient to justify a loan without a co -signor. Mrs. Kaye obtained a proposal from a licensed contractor in late August which contained some work that could not be approved under program guidelines. She did not provide an acceptable co-signer. Staff could not do further processing on the contractor's proposal until Mrs. Kaye provided a co-signer and a loan amount was finalized. While waiting for Mrs. Kaye to provide the co-signer, the loan leveraging agreement (in proposal form since November, 1980) was approved by the City Commission and Dade Savings and Loan Association and then by the Department of Housing and Urban Development. Cases that were not ready for approval at that time were transferred to the new program for continued processing. Mrs. Kaye's case was one such. Upon notification of this transfer, Mrs. Kaye refused to provide the additional information requested and then initiated appeals to have her case processed under the terminated program. Mrs. Kaye has been denied at three administrative levels, ending with Assistant City Manager Reid. The information on other applicants that Mrs. Kaye has requested will not be furnished to her based on the federal privacy law that governs applications for assistance under the Community Development Block Grant program. The Community Development Department can make statistical information based on the applications available but individual case information is not available. Additional information is contained in the attached correspondence. I recommend that Mrs. Kaye be told to provide the information required under the current single family program if she still desires any assistance. For your information I have also attached copies of some recent letters from clients of the rehabilitation program.
