IN THE PROPOSED AMOUNT OF $795,876, BASE BID PLUS ADDITIVE ITEM "C" OF THE PROPOSAL, FOR THE MIAMI RIVERWALK AND THE CITY OF MIAMI/UNIVER- SITY OF MIAMI JAMES L. KNIGHT INTER- NATIONAL CENTER LANDSCAPING; WITH MONIES THEREFOR ALLOCATED FROM THE "FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT", CAPITAL IMPROVEMENT ORDINANCE 9353,AND THE ACCOUNT ESTABLISIiED FROM THE SALE OF $60,0003000 IN CONVENTION CENTER AND PARKING GARAGE REVENUE BONDS, IN THE AMOUNT OF $795,876 TO COVER THE CONTRACT COST; ALLOCATING FROM SAID FUNDS THE AMOUNT OF $63,534 TO COVER THE COST OF PROJECT EXPENSE; ALLOCATING FROM SAID FUNDS THE AMOUNT OF $7,958 TO COVER THE COST OF SUCH ITEMS AS ADVERTISING, TESTING LABORATORIES, AND POSTAGE; ALLOCATING FROM SAID FUNDS THE AMOUNT OF $2,848 TO COVER THE INDIRECT COST; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM WHEREAS, sealed bids were received January 7, 1982 for THE MIAMI RIVERWALK AND THE CITY OF MIAI+7I/ UNIVERSITY OF MIAMI JAMES L. KNIGHT INTERNATIONAL CENTER LANDSCAPING; and WHEREAS, the proposed Miami Riverwalk will be located immediately to the south and adjacent to the Convention Center; and WHEREAS, any important landscaping beautifica- tion project for the Convention Center will, by neces- sity, involve the reconstruction and improvement of the bulkhead to the south and its surrounding areas; and WHEREAS, the City Manager reports that the bid of S. I. Nicholas, Inc., for the base bid plus Additive Item "C" of the proposal, is the lowest responsible bid and recommends that a contract be awarded to said firm; and CITY COMMISSION MEETING OF F E B 1 11982 RUUUnON NO..... 2. 3 Rf NARK »...............»......... WHEREAS, funds for this project are available from the "Federal Community Development Block Grant Fund", Capital Improvement Ordinance 9353, as set forth under Section IX, Ci13, and from the sale of Convention Center and Parking Garage Revenue Bonds; and WHEREAS, the City of Miami, pending the avail- ability of funds, will award Additive Items "A" or "B", or a combination of both, to said firm; and WHEREAS, S. I. Nicholas, Inc. has agreed to extend its proposal for both Additive Item "A" and Additive Item "B" for a period of 30 days; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The January 7, 1982 bid of S. I. Nicholas, Inc., in the proposed amount of $795,876 for the project entitled THE MIAMI RIVERWALK AND THE CITY OF IMIAMI/ UNIVERSITY OF MIAMI JAI4ES L. KNIGHT INTERNATIONAL CENTER LANDSCAPING, for the base bid plus Additive Item "C" of the proposal, based on a lump sum price, is hereby accepted at the price stated therein. Section 2. The amount of $600,000 is hereby allocated from the account entitled "Federal Community Development Block Grant Fund" to partially cover the cost of said contract. Section 3. The additional amount of $16,007 is hereby allocated from the account entitled "FY 1982 Florida Power and Light Franchise Revenues" to partially cover the cost of said contract. -2- 82-137 0 610 Section 4. The additional amount of $55,440 is hereby allocated from the aforesaid fund to partially cover the cost of project expense. Section 5. The additional amount of $6,160 is hereby allocated from the aforesaid fund to partially cover the cost of such incidental items as advertising, testing laboratories, and postage. Section 6. The additional amount of $2,848 is hereby allocated from the aforesaid account to cover indirect cost. Section 7. The additional amount of $179,869 is hereby allocated from the Convention Center and Parking Garage Revenue Bonds to partially cover the cost of said contract. Section 8. The additional amount of $8,094 is hereby allocated from the aforesaid fund to cover the cost of project expense. Section 9. The additional amount of $1,798 is hereby allocated from the aforesaid fund to cover the cost of such incidental items as advertising, testing laboratories, and postage. Section 10. The City Manager is hereby authorized to enter into a contract on behalf of The City of Miami with S. I. Nicholas, Inc., for THE MIAMI RIVERWALK AND THE CITY OF MIAMI/UNIVERSITY OF MIAMI JAMES L. I. Nicholas, Inc. in the amount of $795,876; and authorizing; the City Manager to enter into a contract on behalf of the City of Miami for THE MIAMI RIVERWALK AND THE CITY OF MIAMI/UNIVERSITY OF MIAMI JAMES L. KNIGHT INTERNATIONAL CE;ITER LANDSCAPING. Bids were received on January 7, 1982 for construction of the Riverwalk in front of the City of Miami/University of Miami James L. Knight International Center and the north bank of the Miami River. In addition, the bid included the necessary landscaping to complete the :ork to maize it a part of the City of Miami/University of viiami James L. Kni,"ht International Center. As reflected in the tabulation of bids, the bid of S. I. Nicholas in the amount of �"795,876, for the base bid plus Additive Item "C", was the lowest responsible bid. A total of three bids were received. The engineers' estimated construction cost was $813,059. The source of funds is as hollows: r $600,000 from the Federal Community Development Block Grant fund; $16,007 FY 1982, the cost of Florida Power and Light Franchise Revenues; $64,448 from FY82 Florida Power and Light Franchise Revenues to cover project expense, incidental items, and indir,:_ct cost. Gary February 2, 1982 ?fork is for construction of portions of bulkhead and masonry work associated with the existing bulkhead, construction of various types of paving, complete with a drainage system, lighting, irrigation system, drinking fountains, site furniture, and landscaping, located on the north bank of the river, extending westwards from the S.E. Second (Brickell) Avenue Bridge, running directly south of the Convention Center, the Bauder Fashion College Buildings, and Ft. Dallas Park; and for landscaping to the City of Miami/University of Miami James L. Knight International Center, located at 400 S.E. Second Avenue. The grand total of money appropriated by the attached resolution is $870,216. This resolution has been reviewed by the Department of Public Works, the Department of Parks, the City of Miami/ University of Miami James L. Knight International Center project engineer, and is recommended for adoption. .
