A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO THE CODE ENFORCEMENT BOARD TO SERVE
DESIGNATED TERMS THEREON.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The following individuals are hereby appointed
to serve a members of the Code Enforcement Board for the terms of
office as designated:

Code Enforcement Board Appointments

It is requested and recommended that
six (6) appointments be made to the
Code Enforcement Board for one year,
two year and three year terms in
accordance with the attached Resolu-
tion.
During the approval process for the City's 1981-82 budget, the City Commission
recognized a need to increase the Building and Zoning Inspections Department's
inspection and enforcement capabilities by approving the establishment of six
(6) additional inspector positions. In considering the Department's strengths
and weaknesses, it was determined that our greatest and most significant need
was in the area of zoning inspections and code enforcement; accordingly, of
the six (6) positions authorized, three (3) were allocated to the Zoning
Division and have now been filled.
An immediate result of this increased capability has been the City's ability to
respond to citizen's requests for inspections and enforcement in the Buena Vista,
Buena Vista East, Liberty City and Edison Center neighborhoods during late 1981.
By doing inspection "blitzes" the last two weeks of December, an approximate total
of 177 violations were discovered in Buena Vista and Buena Vista East and small
areas of Liberty City and Edison Center. It is estimated that only 30% of the
properties cited will be brought into compliance without further enforcement
action, i.e., the filing of formal charges in the County criminal courts or with
the Code Enforcement Board when such is operational.
In 1980, the Florida Legislature enacted a bill which permits an incorporated
municipality to create a Code Enforcement Board to promote, protect and improve
the health, safety and welfare of the citizens of the community by providing an
equitable, expeditious, effective and inexpensive method of enforcing the various
occupational license, building, zoning, sign and related technical codes within
the municipality. The City of Miami Commission then enacted an ordinance on
December 17, 1980 establishing the Code Enforcement Board to enable the Police,
Building and Zoning Inspections, Public Works, Finance and Solid Waste Departments
to more effectively enforce the Code of the City of Miami. Pursuant to Ordinance
No. 9224, which establised the Code Enforcement Board, members appointed to said
Board must reside within the City of Miami. Initial terms for Board members are

Commissioner Perez appointed Dr. Hugo Ayala.
Appointees must be residents of the City of Miami.
The Commission is requested to make remaining 4 appointments
and designate term.

to be as follows: two (2) members to serve one (1) year; two (2) members to serve
two (2) years; two (2) members to serve three (3) years. In considering persons
to serve on this Board, experience or interest in the fields of zoning and building
control should be criteria and, whenever possible, membership of the Board shall
consist of an architect, business person, engineer, general contractor, sub -contractor
and a realtor.
At this time, two (2) individuals have been nominated to the Board. Mayor Ferre
has nominated Peter Padowitz and Commissioner Perez has nominated Dr. Hugo Ayala.
Four (4) nominations and the ratification of all nominees remain as needed actions.
It is respectfully requested that this be accomplished at the January 14, 1982 City
Commission meeting.
