HomeMy WebLinkAboutR-82-0104y RESOLUTION N0. 82-104 A RESOLUTION AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF PARKS TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF PLAZA SIMON BOLIVAR NEAR THE TORCH OF FRIENDSHIP IN BAYFRONT PARK WITHIN WHICH TO PLACE THE STATUE OF SIMON BOLIVAR THAT HAS BEEN DONATED TO THE CITY BY THE GOVERNMENT OF VENEZUELA; FURTHER PROVIDING THAT AT THE CONCLUSION OF THE BIDDING PROCESS FUNDS ARE TO BE TRANSFERRED FROM THE GOVERNMENT OF VENEZUELA TO A CITY OF MIAMI CONSTRUCTION ACCOUNT PERMITTING THE PLAZA TO BE CONSTRUCTED USING SAID FUNDS. WHEREAS, by Motion 81-522, passed June 8, 1981, the City Commission directed the City Manager to accept a Simon Bolivar statue and plaza offered by the Ministry of the Interior of Venezuela, to be placed near the Torch of Friendship in Bayfront Park; and WHEREAS, the Department of Parks has prepared a cost esti- mate and preliminary plans for the plaza and submitted them to the Consul General of Venezuela; and WHEREAS, the Minister of Internal Affairs and the Consul General of Venezuela have agreed to fund all costs and have approved and authorized the construction of the Plaza Simon Bolivar in accordance with the Department of Parks' plans; and WHEREAS, the City Manager recommends adoption of the herein resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Department of Parks is hereby authorized to advertise for bids for the construction of Plaza Simon Bolivar near the Torch of Friendship in Bayfront Park within which to place the statue of Simon Bolivar that has been donated to the City by the Government of Venezuela. Section 2. At the conclusion of the bidding process, funds are to be transferred from the Government of Venezuela to a City of Miami construction account permitting the Plaza to be constructed using such funds. Gary ,January 27, 1982 FILE City Manager Playa Simon Bolivar aao'� Carl Kern, Director `' For City Commission Meeting of Department of Parks February 11, 1982 It is recommended that construction of a Plaza Simon Bolivar in Bayfront Park be authorized, per the attached resolution. On June 8, 1981, the City Commission passed Motion 81-522, directing the City Manager to accept the donation of a statue of Simon Bolivar from the government of Venezuela. It was requested that the statue be located next to the Torch of Friendship in Bayfront Park. Representatives from the Govern- ment of Venezuela and the City of Miami have agreed upon the siting of the monument and the development of a suitable plaza costing approximately $90,000, which will be paid in full by the Government of \'enezuela. The Parks Department would now like to proceed to advertise for bids so that a fixed construction cost can be obtained. With a fixed bid, the Parks Department will request that the Venezuelan Government deposit the necessary funds in a City of Miami account so that construction can proceed. It is recommended that authorization be given to construct the Plaza Simon Bolivar, per the attached resolution. I am very pleased to inform you that, on that samo date, lir. Biscayne Boulevard Suite 1408 Miami, Florida 33132 Dear Consul Aranguren: We are pleased to submit the enclosed plans for the Plaza Bolivar to be constructed in Bayfront Park. The site is the large field slightly north of the Torch of Friendship. Honorable k'ianuel Silveira Blanco (Architect) personally inspected this location after discussions with Mayor Ferre. Because of the importance of L'olivar and the size of the statue, a base was designed by our Parks Design Group which reflects the magnitude of Bolivar's contributions to the Americas. The statue is to be placed on a base which sits on a rise in the lawn area. The base paving material selected is coral rock. keystone, a material which reflects the indigenous rock material of Florida. The low walls leading to the statue would be faced with marble: to add a finished appearance. We anticipate that this plan would be forwarded to Vene uela and that it would be approvecf or a substitute plan would be prepared under the direction of Mr. Silveira. These plans \would then be returned to us for preparation of working drawings and bid documents. In order to expedite the Collstruccion, 1 would reconiniend that your office handle the bidding and payinents directly witl: the contractor. We would be able to provide a field site: inspector to advise you of the construction progress. 82-104 Honorable Enrique G. Aranguren August 27, 1981 , The enclosed preliminary cost estimate indicates that $90, 992 will be necessary to construct the plaza as shown. If this is too high the plaza can be simplified thereby reducing the costs. The cost estimate was prepared using accepted costs in the City at this time however, experience has shown that the construction industry is very difficult to predict especially for specialized work such as this. Consequently a larger amount should be budgeted to make sure the plaza can be constructed. Should you have any questions regarding the plans, please do not hesitate to contact me.
