FLORIDA :�1TLR-QcFIC�-N VVIORANDUM CA,E February 5, 1982 FILE: UB.;F�L 7, City Commission Meeting Procedures 1EFERENCES ENCLOSURES: At the January 14, 1982, City Commission meeting the Administration was directed to reduce to writing Mayor Ferre's suggestions for im- provements in the structure of City Commission meetings and obtain input and comments from each member of the Commission. That has been accomplished and is reflected on the attached table. As you can see several items require resolution. It is suggested that the Commission can resolve those matters during the Committee of the Whole portion of the February 11 meeting, at which time they can be reduced to ordinance form for formal adoption by the Commission. MAYOR FERRE'S PROPOSAL 1. City Commission discussion limited to 5 minutes per Commissioner, 10 minutes cumulative. (May be extended by affirma- tive vote of 3 Commissioners.) 2. Schedule 1 hour for Commission Pocket Items. 3. No new material presented to the Corn - mission within.24 hours of a Commission meeting. 4. Meetings begin on time. 5. One hour lunch recesses - 12 noon to 1:00 P.M. 6. No meetings to extend beyond 9:00 P.m- 7. individuals desiring to address the Commission do so at the end of the scheduled agenda (may be waived by 3/5 vote). 8. Require responses from the Adminis- tration within 30 days (routine ad- ministration requests). 9. Schedule I hour for departmental review each month. 10. Town Hall meetings scheduled at 3:00 to 4:00 p.m. 11. Conduct mid -year budget review.
