A RESOLUTION APPOINTING ONE INDIVIDUAL
TO SERVE AS A MEMBER OF THE DOWNTOWN
COMMUNITY DEVELOPMENT ADVISORY BOARD
IN ACCORDANCE WITH THE CITIZEN PARTI-
CIPATION PLAN FOR THE COMMUNITY DEVELOP-
MENT BLOCK GRANT PROGRAM.
WHEREAS, by Resolution No. 80-563, on July 24, 1980,
the City Commission adopted a Citizen Participation Plan for
the Community Development Block Grant Program; and
WHEREAS, in accordance with said plan an election was
held in the Downtown Community Development target area on
October 8, 1980; and
WHEREAS, voters in the Downtown target area elected a
10 member appointed/elected Board as their structure of
citizen participation; and
WHEREAS, John Burden, Board member, has moved outside
of the Miami area, thereby creating a vacancy on the Board;
and
WHEREAS, the City of Miami Citizen Participation Plan
authorizes the City Commission to appoint a member to fill any
vacant position to serve the remainder of the predecessor's
term;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. HERBERT SPAHN
is hereby appointed as a member of the Downtown Community
Development Advisory Board.
Section 2. The aforesaid individual shall serve the
remainder of the unexpired term of John Burden which expires
on October 8, 1982.
Section 3. The aforesaid individual shall comply with
the City of Miami Citizen Participation Plan for the Community
Development Block Grant Program and shall be subject to the
conditions and restrictions outlined in said Plan.

ENCLOSURES
It is recommended that the City Commission
appoint an individual to the Downtown Com-
unity Development Advisory Board to fill a
vacant position created by the relocation
of a Board member from the Miami area, per
the attached resolution.
In September, 1981, John Burden, a member of the Downtown Community
Development Advisory Board, advised the City that he had accepted
employment outside of the Miami area thereby creating a vacant
position on the Downtown Community Development Advisory Board.
In accordance with the Citizen Participation Plan, it is the
authority of the City Commission to fill a vacancy on a Community
Development Advisory Board. The appointee serves the remainder
of the predecessor's term, which, in this case, is through October
8, 1982.
At the November 23, 1981 meeting, the Downtown Community Development
Advisory Board recommended that Herbert Spahn, Vice -President of
the Downtown Burdines store, be considered by the City Commission
to fill the vacancy. Mr. Spahn is a stockholder in the company and
is, therefore, eligible to serve as a Board member.
