HomeMy WebLinkAboutR-82-0179RESOLUTION NO. 8 2- 1 7 9 A RESOLUTION ALLOCATING THE SUM OF $8,000 FROM THE SPECIAL PROGRAMS AND ACCOUNTS -MATCHING FUNDS FOR GRANTS FUND, TO HELP DEFRAY THE COST OF A FUND-RAISING WEEKEND, TO BE HELD MAY 21 AND 22, 1982, CO -SPONSORED BY THE DEPARTMENT OF RECREATION, CULTURAL DIVISION, THE VIZCAYA MUSEUM AND THE INTERNATIONAL RESCUE COMMITTEE; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY IMPLEMENTING AGREEMENTS FOR SAID FUND-RAISING WEEKEND. WHEREAS, the City Commission adopted Resolution No. 81- 190, March 17, 1981, authorizing the City Manager to enter into an agreement with the Organization of American States for the co-sponsorship of a concert series in Miami known as the "City of Miami/OAS International Artists' Series"; and WHEREAS, said concert series has proven beneficial to Miami by providing quality cultural events for Miami's citizens; and WHEREAS, the Vizcaya Museum and the International Rescue Committee are desirous of co -sponsoring with the Department of Recreation, Cultural Division, a fund-raising weekend, to be held May 21 and 22, 1982, for the benefit of all organizations concerned; and WHEREAS, the sum of $8,000 has been earmarked in the Special Programs and Accounts -Matching Funds for Grants fund for said co-sponsorship; NOW, THEREFORE, BE IT RESOLVED BY THE COMMSISION OF THE CITY OF MIAMI, FLORIDA: Section 1. The sum of $8,000 is hereby allocated from the Special Programs and Accounts -Matching Funds for Grants fund to help defray the cost of a fund-raising weekend, to be held May 21 and 22, 1982, co -sponsored by the Department of Recreation, Cultural Division, the Vizcaya Museum and the International Rescue Committee. Section 2. Howard, tire Department of Recreation 0ArE- January 27, 1982 FILE SU3.EGT Resolution Authorizing Fund-raising Events R EFF RFNGE5 City of Miami/OAS Concert Series ENCLOSURES It is recommended that the City Commission adopt a resolution authorizing the City Manager to al- locate the amount of $8,000 in support of a fund- raising weekend, co -sponsored by the Department of Recreation, Cultural Division, the Vizcaya Museum and the International Rescue Committee, to be held May 21 and 22, 1982; and further autho- rizing the City Manager to execute the necessary implementing contracts and agreements, as per at- tacked resolution. Due to the lack of Federal and State funds available for cultural programs, the Department of Recreation, Cultural Division, has been investigating corporate funding in order to obtain economic resources for City sponsored activities. The first venture in this respect is a joint effort by Vizcaya Museum, the International Rescue Committee, and the City of Miami/OAS Interna- tional Artists' Series which is produced by the Cultural Division. Enclosed, please find a "Letter of Concept" from Vizcaya approving our suggested proposal for a fund raising weekend of events that will include a fashion show, jewelry exhibit, ball and banquet, art exhibition and a concert to take place May 21 and 22, 1982 at the Vizcaya Gardens and the Little Havana Community Center. As per the attached concept aiid•budget papers, we project to raise $81,000 in cash as well as a free fashion show by famed designer Givenchy and a free jewelry exhibit by Harry Winston of New York. A donation by Bacardi Imports will cover the cost of the ball's wine and liquor. Our total pro- jected expenditures are $34,000. The distribution of funds after deletion of costs will be as follows: Vizcaya Museum - 40% - City of Miami/OAS fund - 40% International Rescue Committee 20% The needed cash match from the City to this project will be $8,000 in order to receive approximately $18,000 from the final proceeds. 82-179 howard V. Gary City Manager Page 2 We have consulted with Mr. John Baldwin, Grants Officer,.who informed us (memorandum attached) of the availability of the $8,000 match in the Spe- cial Programs and Accounts -Matching Funds for Grants fund. �i 1 We believe that the fashion show by Givenchy and the jewelry exhibit by Harry Winston offered gratis to this project, the reduced fee of.the Metro- politan Opera Star, Martina Arroyo, together with the Bacardi Imports do- nation, make this project a secure economic venture for the City in which we would stand to gain $2 for each City dollar invested. After reviewing departmental plans for the use of this account, I have found that a sum of $8,000 is available to be allocated for the purposes set forth in your memorandum of January 14, 1982. Although no official policy has been established by the City Manager relating to the ratio of grants funds to cash match funds required to use the cash match account, I would not be able to recommend to the City Mlanager that the cash match account be used unless the grantor is providing at least a dollar -for -dollar con- tribution. Therefore, the organizations which will be participating with the City of Miami in the project must provide at least $8,000 in cash or in -kind services to match the City's $8,000 contribution from the cash match account. I would recommend that the City Commission have the opportunity to decide if S08,000 should be used from the cash match account for your proposed program. If the City will be receiving revenue from outside organizations to be spent by the City, an appropriations ordinance is necessary. If the City will not be receiving any revenue from outside organizations to carry out this project, then a resolution allocating the $8,000 for this project is Lill that viould be required. However, the resolution must also authorize the City Ha►rager to execute the neces- sary contract(s) or agreement(s) to implement the program. Of course, these statements are my ideas and must be cleared through the Lace Depart- ment and the City Manager. JB/ah 82-179
