A RESOLUTION ESTABLISHING A BLUE RIBBON COMMITTEE
CONSISTING OF SEVEN (7) CITIZENS OF THE CITY OF
MIAMI TO BE APPOINTED BY THE MAYOR AND THE CITY
COMMISSION TO INVESTIGATE AND REPORT ON WHETHER
METROPOLITAN-DADE COUNTY IS DISCHARGING ITS OBLIGA-
TIONS UNDER THE AGREEMENT WHICH RESULTED IN THE CITY
OF MIAMI'S CONVEYANCE OF JACKSON MEMORIAL HOSPITAL
TO DADE COUNTY AND THE CITY ATTORNEY SHALL BE AN
EX-OFFICIO MEMBER OF SAID COMMITTEE; FURTHER PRO-
VIDING THAT SAID COMMITTEE SHALL REQUEST AN ACCOUNT-
ING OF DADE COUNTY AND THE PUBLIC HEALTH TRUST AS
TO THE EXTENT OF COMPLIANCE WITH THE COVENANT IN
SAID AGREEMENT TO PROVIDE MEDICAL CARE FOR THE
INDIGENTS OF DADE COUNTY; FURTHER PROVIDING THAT
SAID COMMITTEE SHALL ASCERTAIN THE PERCENTAGE OF
PRIVATE AND PUBLIC PATIENTS TREATED BY JACKSON
MEMORIAL HOSPITAL FOR THE PERIOD BEGINNING JANUARY 1,
1949 TO DATE; AND FURTHER PROVIDING THAT SAID COMMITTEE
SHALL COMPLETE ITS INVESTIGATION AND RENDER IrS REPORT
TO THE CITY COMMISSION WITHIN NINETY (90) DAYS.
WHEREAS, the City of Miami entered into an agremeent in
1948 with the Board of County Commissioners of Dade County,
Florida, whereby the City of Miami agreed to convey Jackson
Memorial Hospital to Dade County; and
WHEREAS, according to the terms of the said agreement,
Dade County covenanted and agreed with the City of Miami to pro-
vide medical services for all indigents of Dade County pursuant
to Paragraph 2 thereof, which provided:

The County agrees to accept a conveyance of said
described property on January 1, 1949, subject to
the indebtedness, aforesaid, and further agrees
to provide, take care of, and accept full responsi-
bility for the care of the sick and indigent and
all charities and welfare cases of Dade County,
Florida, anywhere in Dade County, including
all municipalities within the County;
WHEREAS, the deed conveying Jackson Memorial Hospital to
Dade County contained the following clause:
In the event the County fails to operate a hospital
on the premises or on other premises within Dade
County offering comparable hospital facilities,
the above described property and facilities shall
revert to the City; and

WHEREAS, recent area publicity indicates that the
} Board of County Commissioners of Dade County, Florida, has

denied and has not honored the County's obligation to all of
the medical indigents residing in Dade County;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI:
Section 1. An advisory Blue Ribbon Committee is hereby
established, consisting of seven (7) citizens of the City of
Miami, appointed by the City Commission, to investigate and
report on whether Metropolitan Dade County is discharging its
obligations under the Agreement which resulted in the City of
Miami's conveyance of Jackson Memorial Hospital to Dade County.
The City Attorney shall be an ex-officio member of said Committee.
Section 2. The Blue Ribbon Committee shall request an
accounting of Dade County and the Public Health Trust as to the
extent of compliance with the covenant in said Agreement to
provide medical care for the indigents of Dade County.
Section 3. The Blue Ribbon Committee shall ascertain
the percentage of private and public patients treated by Jackson
Memorial Hospital for the period beginning January 1, 1949, to
date.
Section 4. The Blue Ribbon Committee shall complete its
investigation and render its report to the City Commission within
ninety (90) days hereof.

On February 25, 1982, the City Commission passed R-82-175 (copy of which
is attached for your ready reference) establishing a Blue Ribbon Committee
consisting of 7 citizens to be appointed by the Mayor and the City Commission.
This Committee is to investigate and report whether Metropolitan Dade County
is properly discharging its obligations under the Agreement which resulted
from the City of Miami's conveyance of Jackson Memorial Hospital to Dade
County.
This office has now received names of prospective appointees from the
following Commissioners:

Mayor Ferre had indicated that the different Commissioners were to submit
the name of one or two citizens to him personally, as prospective nominees
for appointment to the Committee, and that he, in turn, would send such
to the Clerk so that when all the names were in, the Clerk could circulate
them to the City Commission informing them that it would then be in order
for them to select the seven names needed.
up to this moment, only Commissioners Perez and Dawkins' nominees have
reached this office. This memorandum is sent both as a request and a re-
minder to those members of the Commission who have not sent their names in
as yet.

On February 25, 1982, the City Commission passed a resolution establishing a
Blue Ribbon Committee consisting of seven (7) citizens of the City of Miami to
be appointed by the Mayor and the City Commission. This Committee is to inves-
tigate and report on whether Metropolitan -Dade County is discharging its obli-
gations under the agreement which resulted in the City of Miami's conveyance
of Jackson Memorial Hospital to Dade County.
Mayor Ferre asked that each Commissioner give him the names of one (1) or two
(2) citizens to serve on the board. The Mayor said he would then submit these
names to the City Clerk. The Clerk wi 1 then circulate the names of all
nominees to each of the Commissioners so that a decision__could be reached on the
