HomeMy WebLinkAboutR-82-0174> (, RESOLUTION NO. 8 2 - 17 4 A RESOLUTION GRANTING A RIGHT AND A PERMIT AND GIVING AUTHORITY TO METRO- POLITAN DADE COUNTY TO CONSTRUCT AND MAINTAIN BRIDGE -TYPE STRUCTURES AND FOUNDATIONS TO SUPPORT AERIAL GUIDEWAYS FOR THE RAPID TRANSIT SYSTEM - STAGE I OVER AND ABOVE THE PUBLIC STREETS OF THE CITY OF MIAMI AT THREE (3) LOCATIONS AS CONTAINED HEREIN AND MADE A PART THEREOF. SUBJECT TO THE REQUIREMENTS OF THE DIRECTOR OF THE DEPARTMENT OF PUBLIC WORKS. WHEREAS, Metropolitan Dade County Transportation Adminis- tration in constructing a Rapid Transit System as a public facility to provide public transportation to the residents of the Dade County Area; and WHEREAS, it becomes necessary to incorporate bridge - type structures and appurtenances above and across certain public rights of way as a part of the transportation system; and WHEREAS, foundations and columns will be necessary to support the aerial guideway across the public streets; and WHEREAS, it is in the best interest of the public that the City give the County permission to construct the afore- mentioned aerial guideway system for Rapid Transit above and across the public streets; NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the right and permits are hereby granted and authority is hereby given to Dade County for the construction of an aerial guideway system and appurtenances over, above and across City of Miami public streets as a link in the overall plan of the Rapid Transit Stage I to provide public transportation to the residents of Dade County. The three (3) locations of the crossings i of public streets are designated as parcel numbers N100.15P, N100. 16P and N300.78P as shown on Dade County right-of-way certifica- tion maps RWC 54-07 and 08; RWC 56-03-04 and 05. The locations are described briefly as follows: 1. (N100.15P) Aerial crossing of S.W. 13th Street at S.W. lst Avenue and use of a portion of S.W. lst Avenue. The portion of S.W. lst Avenue encumbered by the easement will be used primarily for column place- ment for guideway support and also for construction of a bike path with a connection to nearby Southside Park. S.W. lst Avenue has not been built in that area encompassed by the easement. 2. (N100.16P) Aerial crossing of S.W. lst Street and N.W. lst Street and use of N.W. lst Avenue between above limits. The portion of lst Avenue encumbered by the easement will be used for column placement for guideway support. 3. (N300.78P) Use of N.W. 40th Street from N.W. 13th Avenue to N.W. 17th Avenue. The portion of N.W. 40th Street encumbered by the easement will be used for column place- ment for guideway support. Section 3. That all of the construction and restoration within the public rights -of -way shall be subject to the require- ments of the Director of Public Works. Cather Director ofP;ihlic Works A DAM February 29 1982 FILE: suaJECT: Resolution Granting Permission to Dade County Authority to Construct Rapid Transit System Over Public Streets REFERENCES: (For Commission Meeting ENCLOSURM of -February ll-s-19L82-)---- The Department of Public Works recommends adoption of the attached resolution grant- ing to Dade County permission to construct bridge -type structures for an aerial guide- way system to Rapid Transit System -Stage I over and above City of Miami streets. Metropolitan Dade County is constructing a Rapid Transit System. As part of the construction, certain elevated Rapid Transit rights of way are required over and above the following City of Miami public streets: Crossing No. 1: Crossing of S. W. 13 Street at S. W. First Avenue Crossing No. 2: Aerial crossing of S. W. First Street and N. W. First Street and the use of N. W. First Avenue between the above two streets Crossing No. 3c The use of N. W. 40 Street from N. W. 13 Avenue to N. W. 17 Avenue Discussions by the -Public Works Department with the staff of Metropolitan Dade•County's Rapid Transit Construction Group resulted in a paragraph that all construction and restoration will be subject to the requirements of the Director of Public Works. This enables us to maintain control of the type and quality of work performed in the public rights of way. The Department of Public Works recommends adoption of the attached resolution. FLAGLER STREET MIAMI, FLORIDA 33130 (305) 579-5675 February 23, 1982 It is my understanding that you voiced concerns about possible METRORAIL station deferrals in the City of Miami at the February 11, 1982 City Commission meeting. Let me take this opportunity to assure you, the Mayor and the remaining Commissioners that the County has no plans to defer any METRORAIL stations within your jurisdiction. We feel strongly that every station within the city is critical to the success of the METRORAIL system and plan to proceed on schedule with their construction. As of this date, construction contracts have been awarded for Douglas Road, Coconut Grove, Vizcaya and Brickell stations. We will open bids on April 7, 1982 for Civic Center, Santa Clara, and Allapattah stations. Design is completed and we will advertise for bids for Overtown, Culmer, and Earlington Heights stations in Mid -March. Finally we will open bids for the Government Center station on March 29, 1982. As you can see, the County continues to make progress toward the construc- tion andoperation of all METRORAIL stations. Again, it is not our intent to defer any stations.
