A RESOLUTION ESTABLISHING MAY 13, 1982 AS
THE DATE FOR A PUBLIC HEARING CONCERNING
ISSUANCE OF A DEVELOPMENT ORDER FOR THE
WORLD TRADE CENTER, A DEVELOPMENT OF RE-
GIONAL IMPACT, TO BE LOCATED IN DOWNTOWN
MIAMI
WHEREAS, Section 380.06 Florida Statues "Florida Land and Water
Environmental Management Act" required local government to establish
a date certain, and give public notice, for a local public hearing
on an Application for Development Approval for a Development of Region-
al Impact prior to issuing a Development Order; and
WHEREAS, by letter of February 9, 1982, the South Florida Regional
Planning Council has notified the City of Miami that the Application for
Development Approval contains sufficient information for their review and
that a local public hearing could be scheduled for the World Trade Center,
a Development of Regional Impact, to be located in downtown Miami; and
WHEREAS, Section 380.06 Florida Statutes requires local government
to set a public hearing date at its next scheduled meeting after the re-
ceipt of such a letter and to give at least sixty (60) days notice of
the hearing;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. A public hearing shall be held at 2:30 PM, May 13, 1982;
or at a reconvened meeting, in City Commission Chambers, 3500 Pan American
Drive, Miami, Florida 33133 concerning issuance of a Development Order for
the World Trade Center, a Development of Regional Impact, to be located
in downtown Miami.
Section 2. The City Clerk is hereby authorized and directed to im-
mediately send certified copies of this Resolution to the Florida Depart-
ment of Community Affairs, Division of Local Resource Management, 2571

SUBJECT Development of Regional Impact
Hearing: World Trade Center
REFERENCES
ENCLOSURES.
It is requested that the Commission
establish May 13, 1982 as the date of
the Development of Regional Impact pub-
lic hearing for the World Trade Center,
per the attached resolution.
Per Chapter 380.06 F.S., local government is required to set a date cer-
tain and to give public notice 60 days in advance of a required pub-
lic hearing on an Application for Development Approval for a Develop-
ment of Regional Impact prior to issuing a Development Order.
By letter of February 9, 1982 (attached) the South Florida Regional
Planning Council stated that the World Trade Center Application for
Development Approval contained sufficient information for their review
and would be tentatively scheduled on the Council agenda of April 5,
1982. Further the letter stated that the Development of Regional Im-
pact public hearing must be set at the next scheduled meeting of the
Commission and advertised at least 60 days in advance of the hearing, per
Chapter 380.06 F.S.
It is requested that the Commission consider the setting of the hearing
date at their meeting of February 25, 1982 and establish May 13, 1982
as the Development of Regional Impact public hearing date for the World
Trade Center which would allow for the required 60 day public notice.

Dear Mayor Ferre:
This letter is to give written notice that the Miami World Trade Center
Application for Development Approval is substantially complete and
adequate for regional impact review.
A Development of Regional Impact public hearing as required by Chapter
380.06(10), Florida Statutes amended must be set at your next scheduled
meeting, advertised at least sixty (60) days in advance of the hearing,
and the notice must specify that the information and reports on the
Development of Regional Impact Application may be reviewed at the
Councils, or City of Miami offices. The law also requires that the
notice of public hearing be transmitted to the Division of Local Resource
Management and the South Florida Regional Planning Council. Receipt of
that notice will officially commence our fifty day review period. At
this time, the South Florida Regional Planning Council staff report
and recommendations are tentatively scheduled to be presented for official
action at the regular Council meeting on April 5, 1982.
