City Manager's Appearance Before
County Commission to Discuss
Sports Authority

The City Commission, at its meeting of January 14, 1982, directed
me to appear before the Metropolitan Dade County Commission to
express the City of Miami's sentiments with reference to future
sports facilities and the Dade County Sports Authority. To this
end, I sent a letter to County Manager Merritt Stierheim on
January 18, 1982, requesting that he schedule me to appear before
the County Commission to discuss this matter.
Today, I appeared before the County Commission and expressed to
them your concerns which are as follows:
1. A new stadium must be located within the corporate
limits of the City of Miami.
2. The Sports Authority and stadium must include Miami
in its name.
3. The City of Miami must have representation on the
Sports Authority equal to that of Dade County.
4. The City of Miami must have complete control over
its appointments to the Sports Authority.
5. Any commercial activity or facility developed in
association with a new stadium must be subject to
ad valorem taxes.
6. In the event the Sports Authority is unable to
construct a new stadium, title to both the Orange
Bowl and Miami Baseball Stadium will revert to the
City of Miami.
I also informed the County Commission that the intent of the City
Commission is to withdraw from the Sports Authority unless the
above conditions are met.
The County Commission did not take any official action to comply
with the City Commission's conditions. However, they did request
that you extend your deadline until April, 1983, as originally
agreed to or at least until further discussions have taken place
with the Broward County Commission. The County Commission also

informed me that it would be considering later in its meeting the
granting of equal representation on the Sports Authroity to the
Broward County Commission with the implication that this action
may result in equal representation to the City of Miami with the
accompanying control of representatives by each jurisdiction.
I have scheduled the City of Miami's participation in the Sports
Authority as a discussion item on the March 11, 1982 City Commission
Meeting Agenda.
