Status of the
Southeast Overtown/Park West Plan

The purpose of this memo is to provide you with a status report on activities
now under way to revise and carry out the Southeast Overtown/Park West
Community Redevelopment Plan.
Regarding revision of the Plan, the following steps have taken place:
1. Suggested Plan revisions incorporated in the memo
of December 28, 1981 have been discussed with the
Overtown Advisory Board, the Park West Civic
Association and the Board of the Downtown
Development Authority (copy of December 28 memo attached).
2. An ad hoc Plan Revision Committee has been
established with 15 citizen representatives
who live or own property in Overtown; 12
representatives of private groups, including
the Park West Civic Association; the NAACP;
and the Miami -Dade Chamber of Commerce along
with representatives from 8 City and County
agencies and the Downtown Development Authority.
The Plan Revision Committee is chaired by
Charlie Johnson.
3. City staff has met 5 times with the ad hoc
Plan Revision Committee to review the overall
Plan; discuss the area in the context of Down-
town growth; review the area's zoning and
provide a detailed review of the Plan on a
chapter by chapter basis. The final meeting
in this series of informational briefings and
issue identification discussions is scheduled
for March 10, 1982.

4. On March 17, 24 and 31, 1982, the ad hoc Plan
Revision Committee will review the language of
specific Plan amendments dealing with the issues
raised. Final approval and comment on the Plan
amendments are scheduled for April 7, 1982. The
Plan amendments will be reviewed with the Overtown
Advisory Board on April 13, 1982. We then expect
to have the Plan on the City Commission agenda of
April 22, 1982 and the County Commission agenda of
May 18, 1982.
The Project Director recruitment is proceeding through a screening phase to enable
you to make a selection during the third or fourth week in March. Applications
have been received from 126 candidates. Preliminary screening has begun to
narrow this list to the top 15 - 20 applicants. After this step, City staff,
along with representatives from the Downtown Development Authority, the
Overtown Advisory Board and the Park West Civic Association, will interview
the top 5 - 7 applicants and make recommendations to you on the top candidates
whom you would interview and assess.

On December 18, 1981 a meeting was held to discuss the status of the Southeast
Overtown/Park West Plan and the resolution of issues related to the Plan. Parti-
cipants in the meeting included William Ogden, representing the Park West Civic
Association; Ron Fine, a developer in the Park West area; Charles Hadley, a
member of the Dade County HUD Advisory Board; City Manager Howard Gary;
Director of the DDA, Roy Kenzie and Assistant City Manager for Planning
and Development, Jim Reid.
It was generally agreed that more meetings need to be scheduled on the Plan
as well as more emphasis placed on involving the Black community in the planning
process. ; I
It was specifically agreed that:
I. The Plan's boundaries within Overtown would be extended to
I-395.
2. The Park West section of the Plan would explicitly deal
with goals to achieve maximum Black participation in the
jobs to be generated, construction contracts and eventual
business development within Park West.
3. A staging plan would be developed which provides a logical,
concurrent schedule of bond sales and subsequent investment
actions within Overtown and Park West.
4. The Plan would be explicit about the affordability of
housing to be provided both within Park West and Overtown.
It was agreed that the desirability of the above approach to Plan changes would be
explored with the Miami City Commission, the Park West Civic Association, Overtown
Advisory Board and the Board of the Downtown Development Authority.
Assuming there is consensus on the approach, amendments would be prepared as
quickly as possible so that the County Commission could adopt the Plan in February
or March of 1982. Responsibility for preparation of the Plan amendments would rest
with Jim Reid on behalf of the City of Miami and Roy Kenzie representing the Down-
town Development Authority.
