h10REAS, the City Commission adopted Ordinance No. 9353 on
November 19, 1951, establishing resources ar.d appropriations for the
- ' implementation of capital improvements in the City of Miami, Florida,
for the Fiscal Year ending September 30, 1 95 '; and
WHERHAS, the City Commission adopted Resolution No. S2-137 on
February 11, 1982, authorizing the City Manager to accept a bid from
S. 1. Nicholas, Inc., for the construction of the ±535' portion of the
Miami River Walkway directly adjacent to the City of Miami/University
of Miami - .lames L. Knight International Center and for the Planting
and Irrigation on the east and north sides of this project; and
It' IFREAS, Resolution No. 82-137 further stated the City's intention
to award the

$295,900. from the Ft. Dallas P:rk and Velodrome
Projects to the Miami River%.:alk Project"........
as per the attached Ordinance.
The attached Emergenc•;, Appropriations Ordinance requests that $100,000.
previously allocated to the Ft. Dallas Park Project, and $195,000.
previously allocated to the Velodrome Project, be transferred to the
'Miami Riverwalk Project. The source of these funds is the Parks for
People General Obligation Bond Funcl.
At the February 11, 19r32 meeting the City Commission, by Resolution
82-13;, accepted the Bi_d of S. I. Nicholas, Inc., for the construction
of the ± 535' portion of the Niiami Riverwalk directly adjacent to the
City of Miami, Universit•,! of mtiami, James L. Knight International Center,
and for the Planting and Irrigation on the east and north sides of this
Project. The Resolution further stated the Cit,,Is intention to award
the Additive Alternate Items covering the remaining 265' of bulkhead
and Riverwalk construction upon acquisition of funding, and also included
a stipulation made b,;> the Contractor that he could only hold his bid for
these Items valid for 30 days after February llth.
As an Emergency Ordinance, this appropriation %..ill become effective
March 12, 1982, thereby allowing the City Commission to pass a Resolution
accepting the Additive Alternate Item-, for the remaininq portion of the
Riven,ralk within the 30-day schedule proposed by the Contractor, and
accepted by the City. This Emergency Appropriations Ordinance also
provides that monies transferred from the Velodrome Project will be
replaced by an allocation from the Capital Improvement Fund, when and
if the State or Federal Government awards matching funds for the
construction of a Velodrnme.
