CONFIRMING ALL ACTS OF THE OFF-STREET PARKING BJ.ARD AND
ITS DIRECTOR AS TO RATES H"RETOFORE CH(IRGEO; FURTHER
PROVIDING THAT THE DIRECTOR SHALL CAUSE CERTIFIED COPIES
TO BE FILED PURSUANT TO SECTION 503 OF THE TRUST INDENTURE:

WHEREAS, the Off -Street Parking Board of the City of Mia.mii, on
January 27, 19`32, instructed 01,2 Director to sub -nit an r�)rd i nance to the City
Commrission, upon recanrrreodation of the Farkinq Consultant, that parkinc.l rates
be amended in certain on -street parking areas and in certain off-street
parking lots; and
WHEREAS, the Parking Consultant has personally inspected th-
parking 17acilities and carefully reviewL-d the existing rate structure; and
WHEREAS, the Parking Consultant has sub��iitted a report recommending
the a•n ndm,nt of rates in certain on -street areas and in certain off-street
parking fa;ilities, to be effective April 1, 1952.
NOW, THEREFORE, BE IT ORDAIN=D BY THE COMMISSION )F THI CITY OF

Section 3• The rates as provided in this Ordinance shall be
effective 12:01 A.M., April 1, 1982. —
Section 4. All acts of the Off -Street Parking Board and its
Director as to rates heretofore charged are hereby ratifi.-d and confirmed.
Section 5. All ordinances or parts thereof in conflict herewith f
are repealed insofar as they are in conflict.
Section G. The Director of Off -Street Parking shall cause
certified copies of this ordinance to be filed pursuant to Section 503 of
the Trust Indenture.
Section 7. If any section, sentence, clause, phrase, or word of
Lhis ordinance is for any reason held or declared to be unconstitutional,
inoperative or void, such holding or invalidity shall not effect the remaininq
portions of this ordinance; and it shall be construed to have been the inLell t
of the City Commission to pass this ordinance without such unconstitutional,
invalid, or inoperative part therein; and the remainder of this ordinance,
after the exclusion of such part or parts shall be deemed and held to be as
valid as if such parts had not been inclided therein.

_ City Commission regarding comprehensive adjustments in meter and
certain decal rates. The particulars are included in the attachment
to Colonel Wolfson's letter. The changes have been reviewed by our -
Parking Consultant, Conrad Associates East, as required in the trust
indentures governing our bond issues.
Please feel free to contact me if you would like to discuss the
changes in person. The approval schedule establishes the first
reading on February 11, 1982 with the second reading on March 11, 1982.
The effective date will be April 1, 1982.

Dear Mayor Ferre and City Commissioners:
Attached you will find the parking meter and decal rate revision
study recor)-fended by the Department's Parking Consultant, Conrad
Associates, East, as required in the trust indentures governing
the bonds issued by the City of W ami on behalf of the Off -Street
Parking Department.
The rnaxirru-m meter rate will be 60 cents per hour, which is substan-
tially below the rate charged by private facilities. The lowest
rate provided by the Department will be 10 cents per hour in outlying
areas. Approximately three months will be required to implement the
changes,
Our Board recommends this rate adjustment unanimously for approval
by the City Commission, Mr. Roger Carlton, Director of the Off -Street
Parking Authority, will be available to discuss these adjustments at
the City Commission meeting.

Re: Meter Rate Increases
Dear Roger:
Last fall, as your parking consultant, I recommended some rate increases
at the parking garages and an increase in some decal rates. At that
time it was indicated that the meter rates were beir,c, reviewed and re-
commendations would be made later. The revieW of meter rates has been
completed and rate change recommendations affecting about 3600 of the
meters are in this letter. About 44 J, of the 8200 meter total require
changes. Along with the meter rates, some further changes in the decal
rates are recommended. While most of these recommended changes are —
increases, a number of ch,.nges involve reductions in the meter rate or
decal rate to encourage more use in that particular area.
In making the revenue projections, the use was assumed to be the sa„ me
as in the 12 months ending November 1981, Thus, if the reduced rates
do in fact increase the use of a particular area, the revenue will in-
crease more than the projections shown in this letter. Similarly, if the
rate increase causes a reduction in use in some areas, the actual revenue
increase may net be as great as anticipated. My projections show an
estimated annual revenue increase of $308, 000 with the implementation
of the recommended rate changes included with this letter. Only about
one half of that amount will be realized in the current fiscal year.
As has been discussed with you and Art Brawn, your concept of di-
viding Lot 21 into three sections has merit and is included in these
recommendations, It is importnnt that each section have proper signs SEEMPE-
with the rates, time limits and acceptable decal type for that section.
The dividina lines for each section should be marked also.
