HomeMy WebLinkAboutR-82-0233RESOLUTION NO. 8 2 e 2 3 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AGREEMENTS, SUBJECT TO THE CITY ATTORNEY'S APPROVAL AS TO FORM AND CORRECTNESS, WITH: (1) GARCES COMMERCIAL COLLEGE, INC., IN AN AMOUNT NOT TO EXCEED $67,300, AND (2) JAMES E. SCOTT COMMUNITY ASSOCIATION IN AN AMOUNT NOT TO EXCEED $20,000, TO PROVIDE PRO- FESSIONAL TRAINING SERVICES IN THE AREA OF OCCUPATIONAL SKILLS TRAINING FOR THE CITY OF MIAMI'S CETA TITLE II-B PARTICIPANTS WITH FUNDS EXPENDED FOR THE COST OF SAID AGREEMENTS TO BE REIMBURSED UNDER THE CITY OF MIAMI'S CONTRACT WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM. WHEREAS, the City of Miami is desirous of complying with the regulations governing the operations of the Comprehensive Employment Training Act (CETA) Programs in providing training opportunities for CETA participants; and WHEREAS, there has been demonstrated a need by the participants for training and instruction in the area of occupational skills so as to improve their employability; and WHEREAS, the aforementioned skills are necessary to allow these participants to be placed in unsubsidized employment; and WHEREAS, the funds necessary for the execution of these agree- ments have been provided for under the City of Miami's CETA Title II-B contracts with the South Florida Employment and Training Con- sortium; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to negotiate and execute agreements, subject to the City Attorney's approval as to form and correctness, with: (1) Garces Commercial College, Inc. in an amount not to exceed $67,300, and (2) James E. Scott Community Association in an amount not to exceed $20,000, to provide profes- sional training services in the area of occupational skills training for the City of Miami's Title II-B CETA participants with funds expended for the cost of said agreements to be reimbursed under the City of Miami's contract with the South Florida Employment and Train- ing Consortium. Scott Community Association -S Your Memo of 3/8/82 CNZLC SUS Attached you will find the revised final draft of a proposed resolution which utilizes the services of Garces Commercial College, Inc. and James E. Scott Community Association (JESCA) in the area of occupational skills training. Presumably, the final agreements with both institutions will be reflected in the "form" normally used with training institutions in the CETA programs. City Manager At the last meeting of the City Commission (February 25th Zoning Meeting), you requested that the administration bring to the City Commission appropriate resolutions to facilitate utilizing Garces Commercial College and the James E. Scott Community Association for training purposes. Since this effort is to be funded by Federal funds and we experienced considerable difficulty in developing adequate data, we were unable to have the necessary documents completed by the dead- line date for the March 11 Agenda. We now have those documents completed and an appropriate resolution is attached. The reso- lution provides the authority for the City Manager to negotiate and enter into the necessary agreement to provide appropriate training. In the event it is the desire of the Commission, we have attached the appropriate resolution for action on March 11, by the City Commission. Scott Community Association It is recommended that a resolution authorizing the City Manager to negotiate and enter into agreements with (1) Garces Commercial College, Inc., in an amount not to exceed $67,300.00 and (2) James E. Scott Community Association in an amount not to exceed $10,000.00 for professional training services in providing occupational skills training available under Title II-B of the City of Miami's contract with the South Florida Employment and Training Consortium. BACKGROUND We have determined that we have a significant amount of money avail- able to us for training which will not be utilized through our pre- sent Public Service Aide Program. We are experiencing severe difficulties in finding candidates to meet the criteria for this program since this criteria has been made more stringent under current Federal Regulations. In order to ensure that the funds are utilized by the City of Miami, it is recommended that we ne- gotiate and enter into agreements with Garces Commercial College, Inc., and James E. Scott Community Association in an effort to have them provide needed training opportunities. Both organizations have performed this service for the City in the past. In accordance with City policy, it is necessary that the agreements be reviewed by the CETA Consortium and the agreements reviewed and concurred in by the Department of Labor. By virtue of the current philosophy embraced.by the Federal Government concurrence would seem mandatory. RBR:ces Encl. 82-233
