A RESOLUTION URGING AND REQUESTING THE BOARD
OF COUNTY COMMISSIONERS► DADE COUNTY, FLORIDA,
TO ESTABLISH A 15 M.P.H. ZONE AROUND ALL
DADE COUNTY PUBLIC AND PRIVATE SCHOOLS, TO
INSTALL FLASHING CAUTION LIGHTS IN ADVANCE OF
ALL SCHOOL ZONES, AND TO PERMIT A ONE YEAR
PILOT PROGRAM FOR IMPROVED TRAFFIC SAFETY AT
SELECTED PUBLIC ELEMENTARY SCHOOLS IN DADE
COUNTY, FLORIDA, INCLUDING CROSSING MONITORS;
FURTHER SETTING FORTH EMERGENCY INTERIM AND
ON -GOING SAFEGUARDS AND MEASURES TO BE TAKEN
BY THE CITY MANAGER IN CONNECTION WITH SCHOOLS
IN THE CITY OF MIAMI BASED ON INSTRUCTIONS
CONTAINED HEREIN.
WHEREAS, after due consideration and consultation it has been
found and determined that it is the responsibility of the Dade
County Commission, Dade County, Florida, to provide traffic safety
protection for the citizens of Dade County, which includes school
children walking and biking to and from school; and
WHEREAS, speed limits affecting Dade County public and
private school locations range from 30 to 55 m,p.h.; and
WHEREAS, school children residing within two miles of public
schools are not normally afforded school bus service by reason of
State Statute; and
WHEREAS, many of these children are not of a mature age and
cannot be accompanied to school by parents, guardians, relatives
or others and require every reasonable protection that can be
provided; and
WHEREAS, traffic congestion increases around all schools
during arrival and dismissal times; and
WHEREAS, school children have been seriously and fatally
injured within school zones over the years, since speed limits
were increased; and
WHEREAS, State Law permits county and municipal entities
responsible for traffic control to reduce speed limits to 15 m.p.h.
during the times children arrive and depart school premises; and

WHEREAS, a formula developed with the assistance of the
Dade County Traffic Engineering Section, Public Works Department,
has identified and ranked potentially hazardous locations at
public elementary schools served by four lane and six lane roadways;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Board of County Commissioners, Dade County,
Florida, is hereby requested to implement the following:
(1) Reduce Speed limits in the vicinities of all
public and private schools to a maximum limit
of 15 m.p.h. during the normal arrival and
dismissal times of elementary and secondary
level students; and
(2) Install flashing caution lights on all main
thoroughfares approaching school zones to
warn motorists that they a�e entering special
school safety zones during times of students'
arrival and dismissal; and
(3) Revise appropriate county ordinances to comply
with the above; and
(4) (a) Initiate a one year pilot program to provide
crossing monitors at those schools identified
by the School Board of Dade County, Florida,
in its Resolution No. 82-1, adopted February 3,
1982.
(b) Emergency interim and on -going safeguards and
measures are to be instituted by the City
of Miami as further set forth herein in con-
nection with the following schools within
the City of Miami which require a crossing
of four to six lanes by children attending
such schools:
(i) Kinloch Park Elementary and Junior
High, Flagler Street and 43rd Avenue;
(ii) Primary "C" Elementary, 62nd Street
and N.W. 2nd Avenue;
(iii) Little River Elementary, N.W. 79th
Street between 4th Avenue and 4th
Court;
(iv) Dunbar Elementary, N.W. 20th Street
between 5th Avenue and 5th Court;
The City Manager is hereby instructed to
immediately undertake a program of providing
guards or monitors at the above four schools,
said guard force or monitoring personnel to
consist of and not be limited to public safety
aides and community volunteers from civic
service organizations.

The City Manager is hereby further instructed
to begin a program of selectively enforcing
traffic regulations in all school crossing
zones especially those regulations governing
speed limits.
(5) Upgrade traffic controls at the remaining schools'
four and six lane crossings shown on the said
listing by the School Board; and
(6) Provide necessary funding to the proper Dade County _
Departments to implement this program; and
(7) Conduct liaison with the School Board and the
City of Miami to work mutually toward implementing —
the above with utmost speed and urgency.

MOTION RE:
TRAFFIC REGULATIONS IN SCHOOL
ZONES
Last Monday ie attended a meeting at the Dade County School Board
concerning their SAFE SCHOOL CROSSING CW1MITTEE.
The School Board has passed a resolution urging Metro -Dade County to
establish a 15 M.P.H. zone around all Dade County public and private
schools. Today I will propose that we adopt a similar resolution
and transmit it to the County.
I'm enclosing a copy of the resolution for your information. Please
note that part of the text deals with the dangerous situation of 4 and —
6 lane roadways servicing some of the schools. The consent of those attending
the meeting was the necessity of crossing guards at those high risk
crosswalks.
My motion has 4 parts:
1. That the City pass a resolution similar to the one passed by
the Dade County School Board.
2. That we provide guards at high risk crossings at designated
times, for those schools within our corporate limits serviced
by four or six lane roadways. The guards can be public safety
aides or perhaps community volunteers from civic service orga-
nizations.
3. That we instruct our City Manager to begin a selective enforcement
of traffic regulations in school zones,especially speed limits.
4. That we actively lobby the County on behalf of the county -wide
establishment of speed limits in school zones.
I am also enclosing a list of the accidents involving school children
in the past year.

Board requests and urges the Board of County Commissioners, Dade County,
Florida to implement the following:

the normal arrival and dismissal times of elementary
and secondary level students; and
(2) Install flashing caution lights on all main thorough-
fares approaching school zones to warn motorists that
they are entering special school safety zones during
times of students' arrival and dismissal; and

above; and
(4) Initiate a one year pilot program to provide crossing
monitors at the first three (3) schools on the attached
listing, which are:
(a) Miami Park Elementary
(b) Kinloch Park Elementary and Junior High
(c) Highland Oaks Elementary and Junior High
(5) Upgrade traffic controls at the remaining schools' four
and six lane crossings shown on the attached listing;
and
(6) Provide necessary funding to appropriate Dade County
Departments to implement this program; -and
(7) Exchange liaisons with this School Board to work mutu-
ally toward implementing the above at the utmost speed
and urgency.
