OF $21,847 AND BY INCREASING REVENUES IN THE SAME AMOUNT FROM MISCEL- LANEOUS REVENUES TO COVER THE EXPENSE OF HIRING AN ASSISTANT CITY ATTORNEY; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA, Section 1. Sections 1 and 5 of Ordinance No. 9321, adopted September 24, 1981, the annual appropriations ordinance for the fiscal year ending September 30, 1982, as amended, are hereby l/ further amended in the following particulars: "Section 1. The following appropriations are made for the municipal operations of the City of Miami, Florida, for the fiscal year 1981-82, including the payment of principal and interest on all General Obligation Bonds: Departments, Boards, and Offices GENERAL FUND k Law TOTAL GENERAL FUND TOTAL GENERAL OPERATING APPROPRIATIONS APPROPRIATION $ 1,024,925 $141,320,121 $158,989,538 TOTAL OPERATING APPROPRIATIONS 46479967487- $165,018,434 Section 5. The herein appropriation of $21,847 implements the authorization given to the City Attorney by ,Motion No. 82-82, adopted February 11, 1982, to hire an additional Assistant City Attorney at an annual salary not to exceed $35,000, there being only 7 months remaining in the current fiscal year. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordi- nance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, pay- ment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the func- tions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
