AN ORDINANCE AMENDING SECTION 1 AND 5 OF ORDINANCE
NO. 9321 ADOPTED SFPTEMBER 24, 1981, THE ANNUAL
APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR END-
ING SEPTEMBER 30, 1982, AS AMENDED; BY INCREASING
THE APPROPRIATION FOR "THE GENERAL FUND, SPECIAL
PROGRAMS AND ACCOUNTS, UNION -NEGOTIATED INCREASES
IN THE AMOUNT OF $1,020,108 AND BY INCREASING
P,FVENUES IN THE SAME AMOUNT FROM FY '91 FUND
BALANCE FOR THE PURPOSE OF PROVIDING FUNDING TO
PAY FOR $1,020,108 OF ADDITIONAL SALARY, WAGE, AND
OTHER COSTS DUE TO UNION -NEGOTIATED INCREASES
WHICH WERE NOT ORIGINALLY BUDGETED FOR IN THE
FY'82 BUDGET; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE; AND DISPENSING WITH THE RE-
OUIREMENT OF READING SAME ON TWO SEPARATE DAYS RY
A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS
OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9321 on Septemher 24,
1931, establishing revenues and appropriations for the City of Miami, Florida,
for the fiscal year ending September 30, 1982; and
WHEREAS, funds are needed to pay for union -negotiated increases not ori-
ginally budgeted for in the FY '82 Budget in the amount of $1,020,108; and
WHEREAS, funds in the account of �1,020,103 are available from the FY '81
fund halance and can be allocated for the aforementioned purpose; and
WHEREAS, $2,000,000 was budgeted in Special Programs and Accounts in the
FY '82 Budget to find additional costs for union -negotiated increases and can
be increased by $1,020,1.03 the amount needed to fund union -negotiated in-
creases over and above the funds originally alloted for same and can be trans-
ferred from Special Programs and Accounts to the appropriate Departmental ac-
count codesi
NOVI, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Sections 1 and 5 of Ordinance No. 9321, adopted September 24,
1981, the annual appropriations ordinance for the fiscal year ending Septem-
her 30, 1982, as amended,are here`)y further amended in the following
particulars: 1/

and/or figures constitute the amendment proposed. The remaining provi-
sions are now in effect and remain unchanged. Asterisks indicate onmitted
and unchanged material. All figures are rounded to the next dollar.

"Section 1. The following appropriations are made
for the nw nicipol operations of the City of Miami,
Florida, for the fiscal year 1981-82, including
the payrient of principal and interest on all Gene-

Section 2. The herein appropriation of $1,020,108 for the General Fund,
Special Programs and Accounts is r-rade for the purpose of providing funding to
pay for additional union -negotiated increases which were not originally budge-
ted for in the FY '82 Budget. Revenues in the same amount are provided from
the FY '81 Fund Balance.
Section 3. All ordinances or parts of ordinances insofar as they are in-
consistent or in conflict with the provisions of this ordinance are herby re-
pealed.
Section 4. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of
this ordinance shall not he affected.
Section 5. The requirement of reading this ordinance on two separate
nays is hereby dispensed with by a vote of not less than four -fifths of the
members of the Commission.

It is recommended that the City Commission approve
$1,020,108 the additional appropriations needed in
fiscal year 1982 to fund union -negotiated in-
creases. Revenues in a like amount are to be
provided from the fiscal year 1931 Fund Balance.
On August 11, 1981, November 12, 1981, and February 11, 1982 the City of Miami
ratified collective bargaining agreements with the General Employees Association
(AFSCM E Local 1907). The Fraternal Order of Police (F.O.P. Lodge u20) and the
International Association of Firefighters (IAFF Local 587) for the periods
October 1, 1981 through September 30, 1984, (AFSCME); and October 1, 1981
through September 30, 1983 (F.O.P., IAFF).
For fiscal year 1982 the contracts for the aforementioned unions stipulate that
wages, and other items he adjusted as stated below.

with the Fraternal Order of Police, Lodge #20, for FY '82 is as outlined below:
