HomeMy WebLinkAboutO-09393ORDINANCE NO. , AN ORDINANCE ESTABLISHING `I111', SCIIEDULI_ OF RENTS, RATES AND CHARGES FOR THE USE AND OCCUPANCY OF AND THE SERVICES FURNISHED OR TO BE FURNISIiED IN CONNECTION WITH THE CONVENTION CENTER OF THE CITY OF MIAMI/UNIVERSITY OF MIAMI JAMES L. KNIGIiT INTERNATIONAL CENTER; CONTAINING A REPEALER PRO- VISION AND A SEVERABILI'I'Y CLAUSE AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPA- RATE DAYS. WHEREAS, the City of Miami/University of Miami James L. Knight International.Center is scheduled for opening in 1982; and WHEREAS, the City of Miami has covenanted in the Trust Indenture securing the Convention Center and Parking Garage Revenue Bonds in Article V, Section 501 that a Consultant will be appointed to prepare and submit a recommended schedule of rents, rates, fees and charges for the use and occupancy of and for the services furnished or to be furnished in connection with the Convention/ Garage of the City of Miami/University of Miami James L. Knight International Center; and WHEREAS, the firm of Laventhol and Horwath, which firm prepared the feasibility study which supported the Bond Issue and was therefore considered to be in an exceptional position of expediting the preparation and submission of the required schedule of rents, rates, fees and charges and relating the schedule to the feasibility study, was authorized by Resolution No. 81-1041, dated December 10, 1981, to be appointed for said purpose; and WHEREAS, the firm of Laventhol and Horwath as Consultants did perform research and complete a report and schedule of rents, rates, fees and charges for the use or occupancy of and for the services furnished or to be furnished in connection with the Convention Center of the City of Miami/University of Miami James L. Knight International Center which are found to be accepta':)le and reflected in the herein Ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The schedule of rents, rates, fees and charges for the use or occupancy of and for the services furnished or to be furnished in connection with the Convention Center of the City of Miami/University of Miami James L. Current union wage rate. Equipment other than standard lighting or sound will be contracted for and charged directly to the promoter. To be charged directly to the promoter based upon current union wage rates. NOTE: Air conditioning and utilities are included in the rental rate established for a performance (ticketed or nonticketed). Additional charge applies only to rehearsal or other nonperformance usage where air conditioning and utilities are required. Use of the theater/auditorium for .rehearsal time is based on availability. If use of the facility for rehearsals conflicts with a potential performance, the full performance rate should be charged for the rehearsal. Section 2. All ordinances or parts of ordinances in conflict herewith, insofar as they are in conflict, are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Knight Int'l. Center PURPOSE March 1, 1982 Proposes, Ordinance Regarding Rates and Charges for J.L. Knight International Center Commission Moeting of 3-11-82 It is recommended that the proposed Ordinance be adopted accepting the recommendations of the firm of Laventhol and Horwath, consultants, contained in the attached report and schedule of recommended rates, rents, and chancres for the James L. Knight International Center. Provide a schedule of rates, rents, and charges for the Convention Center. BACKGROUND As covenanted by the City in the Trust Indenture securing the Convention Center and Parking Garage Revenue Bonds, a consultant had to be appointed to submit reconmiended rates for the Center. The firm of Laventhol and IIorwath who prepared the feasibility study which supported the Bond Issue for the Convention Center/Garage was appointed as authorized by Resolution No. 81-1041, dated Dec. 10, 1981. Summary of Rates, Rents, and Charges: Convention Center Area Rate (Daily) Auditorium $2600* *(If ticketed event 12`1 of bo:: office receipts or $2600, whichever is greater) Meetinq Rooms 23 various rooms ranging in size 247 sq. ft. to 4,125 sq. ft. at rates of 6.6 cents per square foot for session meetings and 7.7 cents per square foot for daily meetings. 9393 1 Howard V.
