A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO THE CITY OF MIAMI AFFIRMATIVE ACTION
ADVISORY BOARD.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. A. The below -listed individuals are hereby
appointed to the City of Miami Affirmative Action Advisory Board
to serve forthwith the unexpired term of the following members
who have resigned from said board and said appointees are there-
after to serve new full terms of 2 years from January 24, 1982:

Attached is a draft resolution
providing for the appointment
of six public members to the
Affirmative Action Advisory
Board.

Three vacancies occurred as a result of an amended Ordinance which now
requires board members to reside in the City of Miami. Three other
vacancies were created by resignation of Board Members. See attached
list of vacancies.
Section 1 of Ordinance 9139 provides for the City Commission to appoint
members to the Board and in accordance with administrative policy I am
notifying you of the above so that your office may advise the Commission.

clarify this situation. This office would very much appreciate receiving
word from you as to present membership of your Board, the specific terms
in office each member is to serve, and which specific vacancies they
are filling in for.

Pursuant to our phone conversation of this morning, enclosed herein please
find a copy of Resolution 82-255 which appointed the following individuals
to said Board at the City Commission Meeting of March 16, 1982:

3. Henry Berger
4. Laurastine M. Pierce
Please note that of the six openings, which were to be acted upon, two
remain to be made. Please also be advised that contrary to our repeated
requests, either the Law Department, or the agenda office, or your office
proceeded to insert the names of the four appointees arbitrarily in
Section 1 (A) and 1 (B) of the herein resolution. There was no Commission
discussion whatever in connection with specific terms of office to
be served, nor was there any clarifying remarks, on the record, as to
whose appointments they were.
Enclosed herein please also find a copy of a memorandum from Commissioner
Dawkins, dated March 25, submitting the names of two individuals for
nomination to the Board. Please be informed that Commissioner Dawkins
