AS QUALIFIED TO PARTICIPATE WITH THE CITY
OF MIAMI IN THE PRODUCTION OF RENTAL
HOUSING UNITS FOR LOW AND MODERATE INCOME
FAMILIES THROUGH THE AFFORDABLE RENTAL
HOUSI14G DEVELOPMENT PROGRAM, SUBJECT TO
SATISFACTION OF APPLICABLE STATE LAW AND
METROPOLITAN DADE COUNTY ORDINANCES
RELATIVE TO ACQUISITION OF LAND OWNED
BY DADE COUNTY; AND FURTHER, DIRECTING
THE CITY MANAGER TO PROCEED WITH IMPLE-
MENTATION.
WHEREAS, through Resolution No. 81-847, the City Com-
mission, in an effort to increase the supply of rental
housing units in the City within the economic means of low
and moderate income families approved guidelines for imple-
menting the Affordable Rental Housing Development Program;
and
WHEREAS, through Resolution No. 81-847, the City
Commission approved the form of Invitation for Proposals for
the Affordable Rental Housing Development Program and autho-
rized publication; and
WHEREAS, a Proposal Selection Commmittee was formed in
accordance with the program implementation guidelines to
screen proposals received in response to the Invitation for
Proposals; and
WHEREAS, the Proposal Selection Committee has accom-
plished its charge and has recommended those firms con-
sidered to possess the combination of multi -family develop-
ment and management experience necessary to achieve the
objectives of the program; and
WHEREAS, the City Commission has reviewed the Proposal

Selection Committee's recommendations;
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The following firm(s):
a.) Bradley Properties, Inc.
2120 Drew Street, Suite C
Clearwater, Fla. 33518
b.) Related Housing Companies -
Consort, Ltd.
4125 Laguna Street
Coral Gables, Fla 33146
are hereby designated as qualified to participate with the
City of Miami in implementing the Affordable Rental Housing
Development Program.
Section 2. The aforemention designation is subject
to satisfaction of applicable state law and metropolitan
Dade County Ordinances relative to acquisition of land owned
by Dade County.
Section 3. The City Manager is hereby directed to
proceed with the implementation of the program as defined
herein.

Affordable Rental Housing
Development Program Report

On October 7, 1981, by Resolutions 81-847 and 81-848 the City Commission
approved program implementation guidelines for the Affordable Rental Housing
Development Program and ordered the immediate publication of an Invitation
for Proposals for the purpose of soliciting the participation of profit
motivated and non-profit developers in the production of up to one thousand
rental dwelling units.
On November 2, 1981, after approval of the proposed program by the Metropolitan
Dade County Board of Commissioners, the Invitation for Proposals was published
locally. C:.i.t}i only limited interest indicated by local devoloper_,, the Invitation
published nationally on December 7, 1982.
A Proposal Selection Committee composed of .Melvin AOams, E:;ecutivc Director of
Dade County's Department of. Housing and Urban Development, Carlos Garcia,
Director of Finance, Walter Pierce, Assistant to the City i•,anacier, Richard
Davenport, President of Amerifirst Development Corporation, and Dena Spillman,
Director of Comnur.ity Dove lopment %..as appointed by the City Manager to evaluate
proposals received.
By February 4, 1982, the proposal submission deadline, eleven proposals were
received by the City Clerk's Office. (See attached list).
On February 19, 1982, the Selection Committee met to evaluate the proposals.
Six of the proposals received %,fore determined to be inconsistent with the
submission requirements outlined in the Invitation or with the objectives of
the program. The sponsors of the remaining five proposals were invited to
appear before the Selection Committee on March 8, 1982 to discuss their proposals.
Thc'firms invited for interviews were: The Or.lean Company, Related Housing
Companies/ Consort Ltd. Bradley Properties, Inc., Carib Management, Inc., and
M,i.via Corp.
Of the five firms interviewed, the panel determined that two, Bradley Properties,
Inc. and Related Iiousing Companies/Consort, LTD. have the combination of
multifamily housing development and management experience and financial capacity
to successfully participate in the program.
The panel, therefore, recommends the participation of these firms in the program.
FQcent discus:;ions by the City attorney with the County attorney however indicate
that it may be necessary to modify the method of developer selection envisioned

during program planning. Specifically, Metropolitan Dade County's procedures
for the disposition of real property require a public competition at the time
acquired property is ready for disposition.- In essence, this means that
parties other than those being recommended for participation in the Affordable
Rental housing Development Program by the proposal Selection Committee may
have the opportunity to submit development proposals for the City's considera-
tion at the time of development site disposition. Dade County's involvement
in this segm::nt of the program is dictated by the housing Bond Ordinance,
hence the use of Dade County disposition procedures. A final determination
on this issue is expected soon. Should this modification in the selection
procedure prove necessary, it will have no effect on the program production
schedule.

schedule is clearly indicated on the attached production chart.

high to supl.ort the objectives of the Affordable Rental Housing Development
program in terms of financial feasibility and are expected to remain high
for some time, the problem indicated above may prove as secondary significance
to the program's production schedule.
