A RESOLUTION CHANGING THE DESIGNATION OF
NORTHWEST SECOND AVENUE, FROM NORTHWEST
29TH STREET TO 26TH STREET TO NORTHWEST
SECOND AVENUE/EUGENIO MARIA DE HOSTOS
BOULEVARD; DIRECTING APPROPRIATE CHANGES
IN STREET SIGNS AND DIRECTING THE CITY
CLERK TO INFORM THE DADE COUNTY DEPART-
MENT OF TRAFFIC AND TRANSPORTATION,
SIGNS AND MARKERS DIVISION; AND AUTHO-
RIZING THE APPROPRIATE DEPARTMENTS TO
CHANGE THEIR RECORDS.
WHEREAS, the Miami Planning Advisory Board at its
meeting of February 17, 1982, Item No. 2, following an
advertised hearing, adopted Resolution No. PAB 9-82 by a
3 to 3 tie vote RECOMMENDING DENIAL that the name of NORTH-
WEST SECOND AVENUE, FROM NORTHWEST 29TH STREET BE REDESIG-
NATED AS EUGENIO MARIA DE HOSTOS BOULEVARD/NORTHWEST SECOND
AVENUE; and
WHEREAS, the City Commission, notwithstanding the
denial by the Planning Advisory Board, and after careful
consideration of this matter, deems it advisable and in the
best interest of the general welfare of the City of Niami
and its inhabitants to grant said use;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Northwest Second Avenue, from Northwest
29th Street to 36th Street be and the same is hereby rede-
signated as NORTHWEST SECOND AVENUE/EUGENIO MARIA DE HOSTOS
BOULEVARD. Appropriate street signs are hereby directed to
be changed accordingly and the City Clerk is directed to
inform the Dade County Department of Traffic and Transpor-
tation --Signs and Markers Division, of the herein resolution
which authorizes all appropriate departments and agencies to
change their records accordingly.

Avenue from NW 29th Street to NW 36th Street from
"NW 2nd Avenue" to "Eugenio Maria de Hostos Boule-
vard"
REQUEST To change the name of NW 2nd Avenue, from NW 29th
Street to NW 36th Street, to "Eugenio Maria de Hos-
tos Boulevard"
BACKGROUND Mr. Jose Mendez appeared before the Commission on
December 10, 1981 and requested this name change.
The item was referred to the administration for
processing.
Eugenio Maria de Hostos (1839-1903) was a Puerto
Rican writer and educator who was in favor of the
independence of Cuba, Puerto Rico and Santo Domingo
from Spain.
ANALYSIS The City of Miami has utilized, with few exceptions
the municipal numerical quadrant system for street
names since 1920. Aside from Flagler Street and
Miami Avenue, the base line streets, exceptions are
those roads which are diagonal to the gridiron (Bis-
cayne Boulevard;South Dixie Highway; Brickell Avenue;
Beacom Boulevards River Drive and South Bayshore Drive);
and in Coconut Grove, where the streets are short
and discontinuous. Dual designations have been ap-
proved for certain main section and half -section line
roads (Douglas Road/W 37th Avenue; Red Road/W 57th
Avenue and Martin Luther King Boulevard A 62nd Street)
and for short one -block street segments such as Plaza
Venetia/NE l5th Street.
The City Commission, by Resolution 77-506; June 6, 1977
(attached) recognized the integrity of the numerical
quadrant street system and established their policy
that the numbered street system should not be degraded.
The renaming of NW 2nd Avenue, from NW 29th Street
to NW 36th Street would appear to cause concern on
two points:

1. Re -naming the avenue from a numbered
to a named designation degrades the
numberical street system; and
2. Re -naming the avenue for 7 blocks of its
its six -mile length in the City.
RECOMMENDATION
PLANNING Denial, based on the unanimous recommendation for
DEPARTMENT denial, by the Street and Plat Committee (includ-
ing the Fire Department) on January 13, 1982. The
Police Department, by memo of February 11, 1982
(attached) also has certain reservations.
PLANNING
ADVISORY BOARD 2/17/82 Motion to Recommend failed to pass by a
3 to 3 vote WHICH CONSTITUTES A DENIAL.

In response to City Commission Motion 81-1064 dated December 10,
1981 considering the designation of renaming that segment of NW
2nd Avenue from NW 29th Street to N14 36th Street from Ned 2nd
Avenue to "Eugenio Maria de Fiostos 'Boulevard", this requested ad-
ditional designation by itself would not present a problem for the
Communications Unit of the Police Department. However, after
consulting with other members of the Department, it is the con-
sensus of opinion that major problems would develon in the event
that there are numerous changes in our street numbering system.
Among these would he the change in size of the street alias file,
thereby causing the necessity to restructure and reload: also, a
proeramming change would be necessary to prevent the numbered
street data from replacing the entered street data.
Perhaps these would be small i.n comnarison to the possible hazards
that could result by the confusion of the field units getting
calls one time by number and the next time by name. It could lead
to emergency service not being answered promptly. In addition,
city visitors used to a simple numbering, system as compared to the
various names, such as those used i.n Coral Cables and certain
parts of Coconut Grove, could become easily confused.
It is the Department's recommendation that an alternate be uti-
lized rather than changing the existing mariner of numbering the
street within the City.

Because of the interest in the past history of street name changes at the Plan-
ning Advisory Board meeting of February 17, 1982, this memorandum has been pre-
pared to show past City (and other agency) actions.
1. Proposed Street Name Changes Presented to the Planning Advisory
Board.
(The City Commission established a policy on street name changes
by Resolution 77-506; June 6, 1977).
N.W. 12th Avenue, between NW 62nd S t and NW 71st St. was proposed
to be changed to "Bulls Boulevard" by students at Northwestern
High School. The Planning Department recommended denial, but
also recommended approval of posting signs at the four corners
of the one block containing Northwestern High as "Bulls Square".
The PAB recommended approval of dual designation of Bulls Plaza
for the block on May 4, 1977. The City Commission gave approval
of Bulls Plaza dual designation by Resolution 77-507 on June
16, 1977.
S.W. 27th Terrace "A" in Coconut Grove was a one -block street
segment which was often confused with S.W. 27th Terrace. One resi-
denE_petitioned that it be re -named to Bleier St., after a deceased local
recreation person.. The Planning Dept. recommended that it be renamed to
"SW 27th Way". The PAB recommended approval of SW 27th Way on Jan. 4,1978;
the City Commission approved SW 27th Way by Resolution 78-147 on Feb.23,1978.
The developer of Plaza Venetia petitioned for the dual designa-
tion of the one -block segment of NE 15th Street between North
Bayshore Drive and Biscayne Bay (Venetian Causeway) to be NE
15th Street/Plaza Venetia". The PAB recommended denial on
September 5, 1979. The City Commission approved the dual desig-
nation by Resolution 79-726 on October 30, 1979. Only the devel-
oper's property and three commercial properties have addresses
on this block.
Students at Miami High School petitioned to have the one -block
segment of SW 1st Street in front of Miami High to receive the
dual -designation of"SW 1st Street/Stingtown Boulevard". The
Planning Advisory Board Page 2 March 9, 1982
Planning Advisory Board recommended approval on March 5, 1980 and
the City Commission granted the dual designation by Resolution
80-331 in May 7, 1980. Only the High School has an address on this
segment.
Proposed changes were presented to the PAB for NW 20th Street and
NW 2nd Avenue on February 17, 192C and were recommended for denial.
This recommendation will be forwarded to the City Commission.
2. Proposed Street Name Changes Presented to City Commission
S.W. 13th Avenue (south of SW 8th Street) was changed to
"Cuban Memorial Boulevard" by Resolution 73-88 on February 8, 1973
(prior to PAB and prior to Commission policy).
NW 17th Avenue, between North River Drive and NW 79th Street was
proposed to be renamed "Athalie Range Drive" and Grand Avenue, with-
in the City of Miami, was proposed to be renamed to "Theodore R.
Gibson Drive". The Plat and Street Committee recommended against
both. The City Commission took no action on April 23, 1981.
3. Proposed Street Name changes Presented to Plat and Street Committee
The developer of Mayfair proposed to change the name of Mary
Street to Vayfair Street; the Plat and Street Committee recommended
denial on December 3, 1980. A resident of Kent Street proposed
it be renamed to Baldwin Street, for one of his relatives; the Plat
and Street Committee recommended denial on July 1, 1981. Both
requests died with no further action taken.
Other Actions
NW 36th Street (State Road 834) was designated as NW 36th Street/Allapattah
Boulevard to Le Jeune Road and NW 36th Street/Doral Boulevard west of Le
Jeune by the State of Florida.
A clarifying memorandum (attached) dated February 23, 1982 has been offered
by the Fire Department which clearly states their recommendation.

ENCLOSURES:
It has ::rn the policy of the Miami Fire Departrrent to oppose the redesigna-
tion ofE streets within the corporate limits of the City of rJmU. There are
some ve_r✓ valid reasons for this resistance.
Response Delay
The cent trend in changing street names may seem insignificant to the
civilian out it presents serious ccanplications for the Fire Department. We
respond- to approximately 34,000 emergency calls per year utilizing a system
which-acilitates street location and dispatch. We are fortunate in that
our City streets were carefully planned and consecutively numbered. A
change in this system will result in serious problems which could cause delays
in res:;orse to emergencies. Such delays may result in loss of Life and/or
extended property damage.
Disnatc^.i.na Problers
It has seen the en-Z)erience of the Fire Department that when a new street name
is adder: under the designated street nu•7ber, the public will inevitably refer
to that street by name when reporting emergencies. This creates confusion
for the dispatcher who is responsible for pinpointing the location and dispatch-
ing the proper ermrgency apparatus.

for efficient dispatch of emergency equipment. Street designations which are
arbitrarily changed tax such recall which results in unnecessary confusion and
ca=lications.

From time to time, the issue of renaming streets within the City
of Miami has come to our attention for comment.
It is our recommendation that such requests for renaming should
be denied because such changes create confusion to our service
and emergency crews. A departure from the established numerical
numbering system could lead our personnel to the wrong location
where a timely response might be critical.
Please consider these needs, which echo those of your Fire and
Police Departments, when these renaming requests come to your at-
tention.

SYSTEid FOR STREET NAMES.
WHEREAS, the City Commission and. -the administration
have received many requests to change the names of streets in the
City•of Miami; and
WHEREAS, t'iere has been no clearly defined policy con-
cerning these requests; and
WHEREAS, it is desirable that a policy regarding, street
name changes be established;
NOW, THEREFORE, BE IT RESOLVED BY THE COI-41•tISSIOIN OF THE
CITY OF MI.V-11I, FLOLDA:
Section 1. The Commission hereby makes and declares the
following policy statement:
The City of Miami has adopted and used, with few
exceptions, the numerical quadrant system for
street naming since 1920.. This system is readily
understood by the public and affords visitors a
means of easy reference for quickly determining -
their location and finding their way through the
area. This system is widely used through the
country for these reasons.
The City Commission, taking cogni--ance of these
facts and not wishing •to incrementally weaken
this highly regarded and useful system, notes the
following additional reasons for establishing its
policy that the numbered street system should not
be degraded:
1. Street name changes will cause confusion
and delays in public agency response to.
police and fire emergencies by receiving
faulty or contusing descriptions of the
locations of those emergencies.
2. Street name changes are not in concert
with the intent of the long-established
numerical quadrant system.
3. Street name.changes can cause confusion
and delay to the motoring public and to
commercial delivery people in delivering
goods and providing services to the
general public.
4. Financial investments for both businesses
andprivate parties in stationery, telephone.
listings, and other address -related items
are jeopardized if subject to street name
changes,
