WHAT: PETITION
FOR: WAIVER OF RENTAL & FEES
WHEN: MONDAY MAY 17, 1982
WHY: TO CELEBRATE THE MONTH OF MAY IN CONJUNCTION
WITH NATIONALLY PROCLAIMED SENIOR CITIZENS MONTH
The United Way Area Agency on Aging for Dade and Monroe Counties
was conceived by the U. S. Congress in 1971, through an amendment
to the Older Americans Act of 1965, as a specialized agency for
community -based planning to meet the needs of its senior citizens;
to maintain their health and independence of activity within
their homes and communities. Every year, since its inception,
the Area Agency on Aging has sponsored the Senior Showcase.
Senior Showcase 1982-will emphasize the ELDERLY AS PARTNERS IN
THE AMERICAN FUTURE. It will showcase the contributions made to
the community by its older residents.
It is anticipated that there will be an audience of over 3,000
in attendance.
This year, the Area Agency on Aging budget for this important
event is severely limited due to sharp cutbacks and the ever
present reality of inflation. Most of the funding for the Showcase
will be needed to pay for the meals and transportation of the
elderly.
THEREFORE: On behalf of the United Way Area Agency on Aging, its
many affiliates serving the daily needs of the ELDERLY in your
city and your county, and of course, the Senior Citizens themselves
we appear before you today requesting your favorable decision to
waive the cost for the use of
BAYFRONT AUDITORIUM
TO
DEMONSTRATE THE CONTRIBUTION
OF THE ELDERLY POPULATION
TO
THE CITY OF MIAMI
DADS COUNTY
GOVERNOR BOB GRAHAM.
AND THE FEDERAL, STATE AND LOCAL DIGNITARIES
WHO WILL APPEAR ON THE PROGRAM
Thank you in advance for your continuing cooperation.

Dear Honorable Commissioners:
What is the Graphic Arts Program
The Black Arts Council of Miami, Graphic Arts Program is operated by the
Black Arts Council of Miami Inc.,located at 3743 Grand Ave. Area Artistac
residents, technical personel pool their talents in cooperation with area merchants
and the city of Miami to aestetically enhance and upgrade the living conditions
of the commercial area of coconut Grove (Black Grove).
The Major areas of focus have been Grand Avenue, with special interest
given to intersections such as Grand and Douglas % and Grand and Plaza.
What Has Been Done:
The majority of the commercial buildings in these areas have received
the following work:
1. compatible paint schemes
2. compatible yet creative wooden sign designs
3. compatible address systems
4, compatible wall designs
As a result of this revitalization, an appreciable portion of merchants have
benefited who otherwise would never have been in a position to have done so
Subsequently, the program has been felt , and its physical manifestation has
cordinated residence, merchants, and artist in a collective achievment.
Fund ing
For the past three consecutive years the city of Miami Community
Development has provided the project with $50,000keach of these years).
This current years funding ends June 30,1982i and renewed funding for
the fiscal year 1982-83 has not been recomnemded by C.D.s due to other
budget considerations.
Request to Cocmnission:
We feel ( as artist and as a community) it would be dreadful to see such
a program that has established such a momemtum fall short of its goals at a
point when the community is just beginning to feel its impact manifested
physically, by the improved surroundings, lively fresh colors and new signs.
Only Ten businesses remain to be revitalized, thus $35,000 is required to complete
the project as planned to its success. tie are requesting this amount be
granted to the Black its Council of -Miami ,Inc. We feel our presence has
made a vital difference in the face of the Black Grove and that this would be
a most dnapproprate time to terminate your support. We request your endorsement
of the project to its completion.
We are indeed grateful for the past support of the commissioners, Community
Development, the City of Miami Planning DepArtment; CAA -CD Group and residence
of Coconut Grove area for their support in making this venture possible.
Thank you ,
