Cather Dix-e -tor cvf_l i ;Aorks March 22, 1982 Flagami Area Storm Sewer Program Mao The Flagami area defined in this report is that area west of LeJeune Road, north of S.W. 8 Street and south of the Tamiami Canal, which parallels the north City limits. Much of this area has an average ground elevation of 5 to 7 feet above sea level and is underlain with poorly drained soils. These two conditions make it difficult to use conventional local drainage systems such as covered ditches and French drains, which work on the principle of returning the storm water runoff back into the around by means of trench seepage. The most effective way to drain the area is through a positive drainage system which consists of a network of large pipes and catch basins with an outlet to a canal or large body of water. However, this latter method is considerably more expensive and is used only in those areas where no other type of drainaae facilities will work. Because of these low lying elevations and the fact that the South Florida 'Dater Management District is keeping the Tamiami Canal at an elevation higher than it has in previous years due to tile threat o.-LI salt water pollution to the Miami Springs well fields, the Flagami area remains plagued with some severe drainage problems. In Hay 1977, April 1979 and August 1981 water levels in the Tamiami Canal rose to elevation +5.0' or more following heavy rains. When this occurred, the storm outfalls that discharged to the canal became ineffective until tiie water level in the canal receded. Local drains ceased to function until the surrounding ground water was slowly lowered by seepage into the canal. As a result, many streets were seriously flooded. Due to these unique conditions, we have modified our positive storm sewer systerls by ensuring that the existing water table remains as low as possible during the rainy season by the construction of large seepage trench structures and weir chambers which allow groundwater to flow over the weirs and - into the outfall pipe in ordar to drain into the canal as rapidly as possible. Grimm, Jr. -2- March 22, 1982 In order to minimize flooding in the lower regions of the Flagami area, the City has constructed si;t positive storm sewer districts and 300 local drains. Approximately 25,0 of the area is presently served by a positive storm sewer system, as shown in blue on the attached map. The most recent project is the West End District, No. 5 on the map, which was one of the first projects constructed with funds from the 1978 Storm Sewer Bond Issue ($15,000,000). This improvement was constructed in -1980 and repaired in 1981 due to the contractor's faulty workmanship and has not yet had the test of a major storm. We believe that this District will now substan- tially reduce the drainage problems in this extremely low area, centering on S.W. 64 Court and S.W. 6 Street. In addition to this, the City has constructed two local drainage projects in the area with 1978 Bond Funds at a total cost of $400,000. At the April 1, 1982 Commission meeting, we will award the latest contract for storm drainage in the Flagami area. This project is known as the Tamiami Storm Sewer District (No. 6 on the map) and will serve over 200 acres of land, and eliminate 11 major areas of flooding. Over the next three years, we will continue to construct three local drainage projects estimated at a total cost of $800,000. This will bring the City's most recent investments with 1978 Bond Funds in the Flagami area to approximately $2,950,000, which include the West End and Tamiami Districts, two new local drainage projects and three future local drainage projects. Of the remaining $12,000,000 from the 1978 Bond Fund, $5,000,000 has already been spent, leaving a balance of $7,000,000 designated for other areas of the City. For many years the City has requested that Dade County rebuild W. 57 Avenue from S.W. 8 Street to N.P. 7 Street. Construction is finally scheduled to start some time in May of 1982. The storm sewer portion of this project will include positive drainage in the vicinity of West Flagler Street and S.11. 57 Court, which will be tied into our Tamiami District, as shown in red on the enclosed map.
