Miami Salutes its port
The purpose of the Festival is to focus on the importance of the waterfront
and the port to the life of Miami and the Cruise Lines as a viable expres-
sion of this vital aspect of our city; to generate funds to support the
City- Arts programs of the city; to bring the people together in a joyous
celebration of the cultural diversity of our city,
Participating in the Festival:
Cultural Division - Nora Swan coordinator, the port of Miami, The
International Folk Festival, the Cruise Lines, Marine Council, and Admirals
of the Fleet.
The Festival will include:
Parade of Ships - complete with decorations and beauty queens of
the Islands that the cruise ships visit
..•--�� International Folk Festival - Food Booths and entertainment
Queens from each port of call
Native costumes
Soccor game
Water Ballet "
Not air balloon
Waterski exhibit
Steel Bands _
Art exhibit
Firewoks
Contest for original song (about Miami and its Waterfront - prize -
Cruise for two NCL )
Large yacht party - Meet the Artists - Proceeds Miami Arts Program
Admission charge - $2.00 Adults
1.00 Childrn
This charge includes parking and transportation to and
from port and drawing for cruise for twao.
Proceeds for City- Arts Program - Miami Cultural Division.

Your undersigned attorney, Richard G. Taylor, waited the
entire Thursday morning for the consideration of the Lease -Hold
Interest of the Miami Outboard Club and Miami Yacht Club, same hav-
ing been placed on the calendar by the Miami Waterfront Board. Due
to requisite Bond presentations at 11:00 A.M., etc., the matter was
considered late morning and into the early lunchtime, where consi-
derable discussion was had! An objection as to the treatment received
by the club is herein setforth:
_ 1. After waiting all morning an& -presenting various con-
cerns of the clubs as. to the lease as presented, your undersigned
did personally proffer the "base rent" to the City Commission and
_ said proffer was endorsed by Mr. William Harrison, City Lease Mana-
ger, and Mr. Stewart Sorg, Chairman of The Waterfront Development
Board-. Due to Commissioner Plummer's intervention and inquiry as to
10% of gross and whether or not Dues were included, the matter con-
tinued in debate, (no other existing club lease requires 10% of dues).
This is self-destructive in that if dues were, for simplicity,$1,000.00
per year, then you add $100.00 for tax; now, the gross is $1,100 .00,so
obviously you add $11.00 for tax; now the gross is $1, 111.00, etc., etc.,
ad infinitum.
2. No other club is required to undertake the public en-
tertainment participation of the Watson Island Clubs, 12 times a
year and 6 times a year, (although same are truthfully of no major
concern).
3. No other club is taxed for undertaking charitable
enterprises, i.e., examples made in the morning session, in par-
ticular, was muscular dystrophy in August of 1981, of which the
undersigned was Chairman, with a gross of over $8,000.00, which,
- presently would be taxed under the presented, proffered lease, in
excess of $800.00.
4. No other club has been penalized with additional costs,
charges and assessments over and above the recommendation of Mr. William
Harrison, City Lease Manager, and Mr. Stewart Sorg, Chairman of the
Waterfront Development Board.
5. Finally your undersigned would respectfully, but speci-
fically, show to the County Commission that the matter was discussed
and presented during the morning session with necessary interruptions
of same, and the matter approaching mid -noon time, pursuant to The
Honorable Commissioner Carollo's Motion , the matter was carried
forward 'till 4:00 p.m. in the afternoon. Upon arriving just after
4:00 p.m., your undersigned, upon inquiry, was advised that the
matter had been closed at 3:30 p.m.

P.S. Considering all of the time spent, (and, apparently, wasted), in
Meetings and Discussions with City Representatives, the many cre-
dits and plaudits The Club has received for their Public, Spirited
participation, it is difficult to advise the many hundred Club Mem-
bers that despite the recommendations of The City Appointees and
Employees, that the clubs have been burdened with the hardest,most
expensive and shortest -no future term lease of all the Miami club
leases. _

RESOLUTION
WHEREAS, the Watson Island boat clubs, Miami Yacht Club
and Miami Outboard Club were before The City of Miami City Commission
on February 11, 1982, and,
WHEREAS, said clubs made presentations in the A.M. session
and said matter was postponed to the P.M. session; and, said clubs
were not represented in the P.M. sessions, and;
WHEREAS, the clubs proffered that neither their bookkeeping
nor club activities were presently compatible with a gross rent assess-
ment, i.e., multiple, charitable benefits, drives and club supported
civic events, and
WHEREAS, both clubs had proffered an acceptance of a "base
rent" pursuant to negotiation with City Representatives; and,
WHEREAS, The Miami Waterfront Board, after hearing had
endorsed said "base rent" as well as the City of Miami Leasing De-
partment as follows:
MIAMI YACHT CLUB - t,16,326.29/year/
MIAMI OUTBOARD CLUB - $13,120.00/year/
payable monthly beginning 3/1/82, (BOTH CLUBS) .
AND, WHEREAS, the future development and utilization
of Watson Island is presently not finalized;
BE IT RESOLVED that the leases' as presented to the
above clubs shall be at the above specified rent until such time
as The City shall adopt plans for :Watson Island with some certainty,
at which time both clubs may apply for a lease for a period oftime
under such terms as may be compatible with said plans. All other
requirements and regulations in the presented leases to remain in
full force and effect.
