AN ORDINANCE AMENDING SECTIONS 1 AND 5 OF
ORDINANCE NO. 93211 ADOPTED SEPTEMBER 24, 1981,
THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL
YEAR ENDING SEPTEMBER 80, 19829 AS AMENDED, BY
INCREASING THE APPROPRIATIONS FOR THE GENERAL FUND
PARKS DEPARTMENT IN THE AMOUNT OF $23080 AND BY
INCREASING THE REVENUE FOR THE GENERAL FUND IN
A LIKE AMOUNT FROM FISCAL YEAR 1981 'FUND BALANCE,
FOR THE PURPOSE OF FUNDING THREE GROUNDS TENDERS
TO RE-ESTABLISH A FIRE STATION MAINTENANCE CREW;
CONTAINING A REPEALER PROVISION AND A SEVERABIL-
ITY CLAUSE AND DISPENSING WITH THE REQUIREMENT
OF READING SAME ON TWO SEPARATE DAYS BY A VOTE
OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF
THE COMMISSION.
WHEREAS,
the City Commission
adopted
Ordinance
No. 9321 on
September 24, 1981,
establishing revenues
and appropriations
for the City of
Miami, Florida, for
the fiscal year ending
September
30, 1982;
and
WHEREAS,
funds are needed to
hire three
Grounds
Tenders to re-
establish a fire station maintenance crew program
in order
to maintain the
fire station grounds throughout the City because fire fighters who previously
performed such tasks were exempted from same due to union negotiation; and
WHEREAS, the Parks Department has the existing maintenance equipment
and can utilize same for the aforementioned purpose; and
WHEREAS, funds in the amount of $23,980 are available from the
1981 fund balance and can be appropriated in the Parks department's Budget to
accomplish the above task;
NOW THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Sections 1 and 5 of Ordinance No. 9321, adopted
September 24, 1981, the Annual Appropriations Ordinance for the fiscal year
ending September 30, 1982, as amended is hereby further amended in the
following particulars: 1/
"Section 1. The following appropriations are made
for the municipal operations of the City of Miami,
Florida, for the fiscal year 1981-82, including
the payment of principal and interest on all Gene-
ral Obligation Bonds;

visions of this ordinance shall not be
affected.
Section 4. The requirement
of reading
this ordinance on two sepa-
rate days is hereby dispensed with by
a vote of
not less than
four -fifths of
the members of the Commission.

It is recommnded that $23,980
be appropriated for the Parks
Department to hire three Grounds
Tenders to reestablish a fire
station maintenance crew, per
the attached ordinance.
Fire station maintenance crews were eliminated in the F1'81-82 budget and the
exterior grounds maintenance was to be accomplished by Fire Department
personnel. The accomplishment of fire station maintenance by fire personnel
is not effective due to the other service requirements of the Fire Department.
Inasmuch as there is existing maintenance equipment being used by the Parks
Department and there are sufficient funds in the Fiscal Year 1981 Fund Balance,
it is recommended that $23,980 be appropriated for the Parks Department to hire
three Grounds Tenders to re-establish a fire station maintenance crew.
