AN ORDINANCE AMENDING SECTIONS 2 AND 5 OF
ORDINANCE NO. 9321, ADOPTED SEPTEMBER 24,
19819 THE ANNUAL APPROPRIATIONS ORDINANCE
FOR THE FISCAL YEAR ENDING SEPTEMBER 30,
1982, AS AMENDED; BY APPROPRIATING INTO
THE INTERNAL SERVICE FUNDS, BUILDING AND
VEHICLE MAINTENANCE DEPARTMENT, HEAVY
EQUIPMENT MAINTENANCE DIVISION, FROM THE
HEAVY EQUIPMENT MAINTENANCE DIVISION,
RETAINED EARNINGS AN AMOUNT OF $100,000;
TO ENABLE AN INTERFUND TRANSFER OF SAID
AMOUNT TO THE COMMUNICATIONS MAINTENANCE
DIVISION FOR THE PURPOSE OF PROVIDING
FUNDS FOR INCREASED DEMAND OF COMMUNICATION
PARTS AND OUTSIDE MAINTENANCE SERVICES;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; AND DISPENSING WITH
THE REQUIREMENT OF READING SAME ON TWO
SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 93[l on
September 24, 1981, establishing revenues and appropriations for the city of
Miami, Florida, for the fiscal year ending September 30, 1982; and
WHEREAS, the Department of Building and Vehicle Maintenance has
requested an increase of $100,000 in the appropriation for the Communications
Maintenance Division; and
WHEREAS, these funds are needed due to increased demand in
communication parts and outside maintenance services in order to complete
maintenance jobs for Police Department's 150 Mobile Data Terminals, whose
warranty expired on January 5, 1982; and
WHEREAS, an amount of $100,000 is available from the Heavy
Equipment Maintenance Division, Retained Earnings, and can be appropriated into
the Heavy Equipment Maintenance Division to be transferred to the Communications
Maintenance Division for the aforementioned purpose;

Section 1. Sections 2 and 5 of Ordihahce No, 021, adopted
September 24, 19815 the Annual Appropriations ordinance for the fiscal year
ending September 30, 1982, as amended, are heteiby amended in the Following

Section 2. the herein appropriatioh of $I00,000 into the tht(?rnal
Service FUhds, Building and Vehicle Maintenance, Heavy �guipfiieht Maintenance
Division, from Retained Earnings of said division, is to enable the teahsfer of
said amount to the Communications Maintenance Division for the purpose of
providing additional funds for the increased demand in communication parts and
outside maintenance services,
Section 3 All ordinances or, parts of ordinances insofar as they
are inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining provisions
of this ordinance shall be affected.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four-fiths
of the members of the Commission.

It is recommended the appropriation into _e

Heavy Equipment Maintenance Division, _
retained earnings, an amount of $100,000,
to enable an interfund transfer of said
amount to the Communications Maintenance
Division; for the purpose of providing
funds for the increased demand in com-
munication parts and outside maintenance
services, as per the attached ordinance.
The need for this increase is due to the added responsibility of maintaining the
Police Departments 148 mobile Digital Terminals. The warranty expired for this
equipment on January 5, 1982. No provisions for funding were included in the
1981/82 budget. For budget purposes the proposed amount would be distributed as
follows : _

OVERTIME
_ It is anticipated that the backlog of Mobile Digital Terminal repairs will re-
quire substantial overtime when the parts are received.
SHIPPING
The outside maintenance contract provides that the cost of shipping components to
the factory he the responsi.bi-lity of the City.

Bid # 81=82-41 to be aiaarded at the 'City Commission meeting 'larch 11, 1982
provides for the contractual maintenance of the �iDT Processor, Although the
bid calls for one year maximum, it allows for maintenance on a monthly basis
and it is anticipated that a six month contract will provide ample time for
in-house training,
PARTS
Bid # 81-82-45 to be awarded at the City Commission meeting 'March 11, 1982 -
provides for maximum anticipated part requirements for 148 MTs. These parts
will be ordered on an as needed basis, not to exceed the total bid. It should
be noted that the parts requirements are anticipated to decrease somewhat nest
year as substitutions are expected to allow local purchases.
