Dear Mayor Ferre:
This is a formal request to the City of Miami for financial funding for the
South Florida Emergency Medical Services Coordinating Council, Inc. in the
amount of $10,000 for the 1982 calendar year.
Since its inception, the South Florida Emergency Medical Services Coordinating
Council has made great strides in coordinating and improving, where necessary,
this region's abundant emergency medical resources. Most significant of our
accomplishments is the progress made towards creation of a Trauma Service Net-
work through the process of hospital categorization.
The reasons for our success to date have been twofold: the outstanding cooper-
ation between public and private institutions and agencies involved in emergency
medical delivery and the fiscal support received from local and federal sources
during the past year.
During 1980-81, we received $400,000 from the Federal Government and $41,000
from the local community (including: $31,000 from Dade County and $5,000
from the City of Miami). For the coming fiscal year, we are requesting that
each incorporated municipality in the South Florida region provide some
minimal assistance to the Council. Our overall goal for calendar year 1982
is a minimum of $135,000. We are requesting municipalities for support in
accordance with the enclosed support formula. The Dade County League of
Cities, Inc. has endorsed both the organization and budget of the Council.
Enclosed is a copy of the Council's recent brochure and some additional infor-
mation regarding the program. Additionally, our Board of Directors and staff
is prepared to meet with you to provide any other information you may need.

We hope the City Manager and the City Commissioner will again look with favor
on our request and assist us in a proper presentation of this matter for action
by the Council. The City Manager has scheduled an appointment with our repre-
sentatives on Tuesday, April 6th at 10:30 A.M.

Would you want to be maimed for life because the right people
and equipment were not available?
Would you want your heart attack to go unanswered for 15
minutes? (You're probably dead)
Would you want to be taken to an emergency room where
there is no physician on duty or the right kind of a surgeon is not
available when you need care?
If you don't take this message seriously and help, any or all of
these things and more might happen to you in Dade and Monroe
Counties. We can go back to everybody doing their own thing
just as we did some years ago.
The South Florida EMS Council is conducting a small, but vital
$135,000 Fund raising program to keep professional staff on
duty to coordinate Emergency Medical Services in this area.
DADE COUNTY
Believe it! We have problems in Emergency Medical Services.
Medicaid funds are drying up. Medicare payments are
threatened to be reduced. Hospitals are considering closing
emergency departments.
More than 600,000 patients visited or were transferred to
Dade County hospital Emergency Departments last year. Only
1.7% or more than 10,100 individuals had life threatening
trauma. Several thousand others had life threatening illnesses.
Members of the Council believe that there was a significant
number of those who died among these groups whose lives could
have been saved if there had been in Dade and Monroe Counties:
1. An organized trauma system.
2. A coordinative mechanism concerned with all Emer-
gency Medical Services able to develop data on which
system decisions can be soundly made.
The Council will spend a major part of its time and resources
during the next year organizing and coordinating the Trauma
System in Dade and Monroe Counties.
Federal monies were used to begin the Emergency Medical
Services Council's vital work. Now is the time for state, local
governments, private citizens, corporations and foundations to
give priority to the support of this effort. WE ARE NOW ASKING
YOU FOR HELP IN THIS 1982 CAMPAIGN.
