and The State of Florida ($27,926.00)

GOAL: To demonstrate methods of increasing access to recreational
opportunities through community awareness and utilization
of transportation systems.
Length of grant project: One (1) year expanded to a two (2) year
project.
Completion of grant project: October, 1982.
The Opening Doors to Leisure film entitled "Miami: A City of Leisure"
is thirteen and one half (13.5) minutes and was produced at a cost of
$29,109.00. There was no cost to the City of Miami for this project,
and included are ten (10) copies and two (2) thirty (30) second commer-
cials suitable as public service announcements. The film was produced
under contract by the Cinema East Corporation.
The film was developed to expose the general public, as well as our target
population of the handicapped, elderly, and socially disadvantaged to the
wide variety of leisure opportunities available at the City of Miami park
facilities and recreation programs.

ENCLOSURES.
The intent of this memorandum is to request
alloted time for the showing of this Depart-
ment's recently completed promotional film
"Miami, A City of Leisure" to the City Com-
mission at the May 13, 1982 meeting.
This film is 13� minutes in length and is
in full color. If possible we request to
be placed first on the Agenda so we may
make the presentation and remove the equip-
ment so the meeting may continue uninter-
rupted.

As a follow up to your viewing of the film "Miami, A City of
Leisure", we are requesting your approval to proceed with
the duplication of the sample as agreed upon in the contract.
Perhaps you would like to arrange for a viewing of the film
by the members of the City Commission, before we schedule a
showing to the general public. Would it be possible to show
the film at the May 13, 1982 Commission meeting? The film
is 13� minutes in length.

As the amount of leisure time has increased for
many Americans, so too has the use of Public
Recreation Facilities. Recreation is a vital need in
Everyone's daily life. It can provide numerous
�! benefits to our society including relief from the
daily stress and increased physical and mental
fitness.
In attempt to promote recreation in South
Florida, the City of Miami has launched a new
project called "Opening Doors to Leisure." This
project is designed to sensitize the citizens of
Miami's awareness ofand to amplify their access
to, the 104 Tropical Parks and Leisure Programs
offered by the City of Miami.
To obtain our goal of increasing the use of our
Park Facilittes and Recreation Programs, we are
employing a wide variety of methods and
materials.
Promotional campaigns directed towards such
target groups as adults and.families, children and
youths, elderl y artcl handicapped and the culturally
deprived, are being designed through printed
materials.
An integral part of our leisure awareness campaign
is a 16-min Promotional Film. This ftlm will
generate and receive community interest in the
Municipal Recreation Program. The City of
Miami Programs for the Handicapped is
coordinating the production of the film. The
Promotional Film will be geared to the general
public and after completion, it will be available to
various community groups. Completion of the

The "Opening Doors to Leisure" newsletter will be
dispatched to interested parties periodically in the
upcoming months. It will be our means of
informing these parties of the progress being made
with the "Opening Doors to Leisure" project.

One of "Opening Doors to Leisure" most
important functions is to act as a leisure
information referral system. The Hotline is
established to help any person interested in the
"Opening Doors to Leisure" project, the Park
Breeze Special Transportation system, and any of
City of Miami Park Location, Facility or
Recreation Program, get the information fast and
easy. In addition, we support the use of Public
Transportation to and from the City of Miami
Parks and available is information on Metro Bus
Routes. The Hotline number operates 8.a.m. to 4
p.m. Monday through Friday. The number is:
