Gary City Manager 4 If you will recall, the City Commission expressed a concern that we improve trash collections. The City Commission was informed that the shortage in trash collection resources was due to the 1981-82 budget decisions which required considerable reductions in all departments with the exception of Police and Fire ser- vices. At the time of this discussion, the City had fallen behind in trash collection due to a reduction in resources and inclement weather. The City Commission agreed to expend approximately $60,000 for overtime work to eliminate the existing backlog. We are currently collecting trash biweekly except during inclement weather. After considerable discussion of this issue with the City Commis- sion, it was agreed that we would develop a public relations pro- gram that would include the "do's" and "don'ts" of trash collec- tion, a trash collection schedule and methods of improving our trash collection program. The public relations program is operational. Attached is a memo from Clarance Patterson explaining our efforts in this regard. With regard to the alternative methods of improving trash collec- tions, a plan was submitted to the Commission for their delibera- tion. This plan included three (3) alternatives: 1) the addition of six (6) new trash crews at a cost of $2.1 million; 2) the use of existing personnel on an overtime basis for four months during the heavy growth season at a cost of $1,158,000 ($458,000 - Labor and $700,000 - Equipment); and 3) implementation of a combined curbside collection program at a cost savings of approximately $600,000 the first year and $33,000,000 over a 9-year period. The curbside plan was recommended to the City Commission as the • best plan to increase refuse services. This plan also included a program to clean up indiscriminate dumping on public property, as well as additional street sweeping. Messrs. Patterson and Merrill are preparing the necessary documents for placement on the September, 1982, ballot. In the short run, it is suggested that the City Commission authorize the expenditure of $458,000 for the use of existing personnel on an overtime basis to cope with the additional trash that will be gen- erated during the heavy growth season°(May 15 - October 14). Addi- tional funds will probably be needed for equipment maintenance, but the amount is indeterminable at this time. It is requested that the City Commission consider this item at its April 22, 1982, Commission Meeting. At this meeting you may also wish to discuss the attached information (which is written in En- glish and Spanish) we plan to give the citizens regarding the proper manner to dispose of their refuse and the telephone numbers they should use to request various refuse services. An additional flier is being prepared for each collection zone that will inform the public of those time periods they can expect to have their trash collected. Gary City Manager+ Clarance Patterson Director Dept. of Solid Waste -- March 18, 1982 -- ._-_- Special Summer Overtime Project As requested, we have prepared an analysis of the additional cost of overtime for the upcor.ing summer months to maintain a regularly scheduled trash collection service to the citizens. The time frame we have utilized for these projections is the period of May 15th thru October 14th. These dates were chosan from historical tonnage data and indicate the heavy growing season. In calculating this figure we have assumed the following: 1. Fifteen garbage crews would be utilized on Wednesdays which is their normal day off. These fifteen crews would consist of a Driver, two Collectors and would cost roughly $6,135.00 per Wednesday. 2. Saturday overtime would consist of the above mentioned Wednesday crews plus ten crane crews. The total cost for a given Saturday would then become $14,685.00. There- fore the total weekly cost of this Project would be $20,820.00 per week. Since there are a total of twenty-two weeks in the above stated time frame, the total cost of a project such as this on an overtime basis would be roughly $458,000.00. A Suggestion had been made that we utilize summer help, i.e teenagers, to help us in this collection problem. The only utilization of teenagers which we would feel comfortable with would be college age students as our experience has shown younger people have not worked out well in this type of work in the past. If such college age students could be found they would be utilized as "99's". Use Garbage Disposals whenever possible. Outdoors Store solid waste in up to 32 gallon galva- nized metal or plastic containers with tight fitting tops. Plastic bags are not sufficient for outdoor storage - they should be kept inside a meta or plastic container. Use Legal Containers 1. G A R B A G E All garbage cans must be watertight with tight- fitting covers, and not over 32 gallons in size. Acid, explosive materials, in- flammable liquids, or other dangerous materials will not be collected, and should nut be put with your garbage. It is your responsibility to dispose of it properly. (such etc.) As per Article 1-6 of the City of Miami Code, if you are found guilty of violation these estatutes, you will be fined up to $500.00.
