T 'A RESOLUTION NO. 82 '3 49 A RESOLUTION ACCEPTING THE BID OF BETTER CONSTRUCTION, INC. IN THE PROPOSED AMOUNT OF $19910,934 BASE BID OF THE PROPOSAL PLUS ADDITIVE ALTERNATES 1,3,4, 6,7,9 THRU 149 AND 16 THRU 21, FOR JOSE MARTI RIVERFRONT PARK; WITH MONIES THEREFOR ALLOCATED FROM THE "CAPITAL IMPROVEMENT FUND" IN THE AMOUNT OF $1,910,934 TO COVER THE CONTRACT COST; ALLOCATING FROM SAID FUND THE AMOUNT OF $133,765.00 TO COVER THE COST OF PROJECT EXPENSE; ALLOCATING FROM SAID FUND THE AMOUNT OF $38,219.00 TO COVER THE COST OF SUCH ITEMS AS ADVERTISING, TESTING LABORATORIES, AND POSTAGE; ALLOCATING FROM SAID FUND THE AMOUNT OF $76,443.00 TO COVER THE INDIRECT COST; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM WHEREAS, sealed bids were received March 31, 1982 for JOSE MARTI RIVERFRONT PARK; and WHEREAS, the City Manager reports that the bid of Better Construction, Inc. for the base bid of the proposal plus additive alternates 1,3,4,6,7,9 thru 14, and 16 thru 21, is the lowest responsible bid and recommends that a contract be awarded to said firm; and WHEREAS, the Capital Improvements Appropriation Ordinance No. 9353, as amended, was adopted on November 19, 1981, and monies are available for the proposed amount of the contract, project expense, incidentals, and indirect cost from the account entitled "Capital Improvement Fund", as set forth under Section IX, Item B-8, of said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The March 31, 1982 bid of Better Construction, Inc. in the proposed amount of $1,910,934.00 for the project entitled JOSE MARTI RIVERFRONT PARK, for the base bid of the proposal, plus additive alternates 1,3,4,6,7, 9 thru 14 and 16 thru 21, is hereby accepted at the price stated therein. The amount of $1,9109934.00 is hereby allocated from the account entitled "Capital Improvement Fund" to cover the cost of said contract. Section 3. The additional amount of $133,765.00 is hereby allocated from the aforesaid fund to cover the cost of project expense. Section 4. The additional amount of $38,219.00 is hereby allocated from the aforesaid fund to cover the cost os such incidental items as advertising, testing laboratories, and postage. Section 5. The additional amount of $76,443.00 is hereby allocated from the aforesaid fund to cover the indirect cost. Section 6. The City Manager is hereby authorized to enter into a contract on behalf of The City of Miami with Better Construction, Inc. for JOSE MARTI RIVERFRONT PARK, base bid of the proposal plus additive alternates 1,3,4,6,7, 9 thru 14, and 16 thru 21. Plans and specifications are to be returned in good order and unmarked within 10 days after bids have been received. Bids were received March 31, 1982 for construction of a riverfront park in the area bounded by S.W. 4 Avenue, S.W. 6 Street, and the Miami River. This project will provide a swimming pool, riverside cafe, handball courts, all-purpose game courts, softball field, picnic shelter and miscellaneous landscaping, drainage, paving and lighting for the area. As reflected in the tabulation of bids, the $1,910,934 bid of Better Construction, Inc. is the lowest responsible bid for for base bid of the proposal plus additive alternates 1,3,4, 6,7,9 thru 14, and 16 thru 21. Funds have been allocated under the "Capital Improvement Fund" for the estimated amount of the contract, for project expense', for such items as advertising, testing laboratories, postage, and for indirect cost. In excess of 100 contractors and subcontractors picked -up plans, and 5 prime contractors submitted bids. The low base bid of $1,730,484 was below the estimate of $1,800,000.
