A RESOLUTION RESPECTFULLY URGING THE HONORABLE
ROBERT D. GRAHAM, GOVERNOR OF THE STATE OF
FLORIDA, TO PROPOSE AN AMENDMENT TO THE RECENTLY
ENACTED DISCRETIONARY ONE CENT SALES TAX LEGIS-
LATION THAT WOULD ENSURE AN OPPORTUNITY FOR
CITIZENS OF THE MOST POPULOUS CITY WITHIN ANY
COUNTY TO HAVE SUCH SALES TAX LEVIED WITHIN SAID
CITY FOR ALL OF THE PURPOSES SET FORTH IN SAID
LEGISLATION AS WELL AS FOR THE CONSTRUCTION OF
FACILITIES TO IMPROVE DEVELOPMENT OF TRADE AND
COMMERCE IN SAID CITY; FURTHER DIRECTING
THE CITY CLERK TO FORWARD COPIES OF THE HEREIN
RESOLUTION TO CERTAIN INDIVIDUALS.
WHEREAS, Governor Graham has just signed into law the Act
known as the "Sports, Arts, and Recreation Centers Act"; and
WHEREAS, such recently enacted State legislation authorizes
a discretionary one cent sales tax for the development of sports,
arts and recreation centers within the most populous city within -
a county but does not adequately ensure the opportunity for resi-
dents of such cities to effectuate their preference for the levy
of such tax since a county -wide negative vote in the law's required
referendum would defeat such tax levy without consideration of or
regard to a favorable city-wide vote accepting such tax levy within
the cities; and
WHEREAS, said legislation should also be amended to provide
the most populous cities within a county an opportunity to develop
their trade and commercial potential; and
WHEREAS, such legislation would be improved by enlarging the
object of the proposed expenditures of the proceeds of such tax
levy by authorizing the use of such proceeds for construction of
facilities to improve trade and commercial development within such
most populous cities;
4. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Honorable Robert D. Graham, Governor of the
State of Florida, is hereby respectfully requested to propose an
amendment to the recently enacted discretionary one cent sales tax
legislation that would ensure an opportunity for citizens..�Qf. ,-h_.:.....

most populous city within any county to have such sales tax levied
within said city for all of the purposes set forth in said legis-
lation as well as for the construction of facilities to improve
development of trade and commerce in said city.
Section 2. The City Clerk is hereby directed to forward copies
of the herein resolution to the Honorable Robert D. Graham, Governor
of the State of Florida, the Dade County Legislative Delegation, the
President of the Florida Senate and the Speaker of the Florida House
of Representatives.
