HomeMy WebLinkAboutO-09412Amendment NC 2 to Ordih6hce No. 9321 ORDINANCE NO, 0,4J2 y AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 5 OF ORDINANCE NO, 9321 ADOPTED SEPTEMBER 24, 198t, THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30y 1982 AS AMENDED BY IN- CREASING THE APPROPRIATIONS FOR THE GENERAL FUND, IN THE AMOUNT OF $250,000 FOR THE CITY OF MIAMI CONVENTION BUREAU, AND BY INCREASING GENERAL FUND REVENUE IN THE SAME AMOUNT FROM INTERGOVERNMENTAL REVENUE (GRANTS FROM OTHER LOCAL UNITS) FOR THE PURPOSE OF RE -ENFORCING ACTIVITIES OF THE CITY OF MIAMI CONVENTION BUREAU BY THE HIRING OF ADDI- TIONAL STAFF AND THE INCREASING OF PROMOTIONAL SERVICES, CONTAINING A REPEALER PROVISION; AND A SEVERARILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 9321 on September 24, 1981, establishing revenues and appropriations for the City of Miami, Florida, for fiscal year ending September 30, 1982; and WHEREAS, the City of Miami Convention Bureau was granted $250,000 of additional revenue on February 16, 1982 by the Tourist Development Council (TDC), Metropolitan Dade County (grants from other local uits Intergovernmen- tal Revenue); and WHEREAS, this additional funding will enable the City to increase conventions generated from 230 per year to 430, for a net increase of 200 per year; increase convention attendance from 215,000 persons to 415,000 persons, for a net increase of 200,000 per year; and increase spending by attendees from 89 million to 172 million, for a net increase of 83 million; and WHEREAS, the additional $250,000 will be allocated as follows: 45,700 for four (4) additional personnel; 104,300 for travel, promotional activities, and office renovations; and the remaining 100,000 will be spent on market research; NOW, THEREFORE BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The herein increase of $250,000 for the City of Miami Con- vention Bureau and the corresponding increase in the fiscal year 1982 Inter- governmental Revenue, is for the purpose of providing funds to the Convention Bureau to increase its services to the hotel community. Section 3. All ordinances or parts of ordinances insofar as they are in consistent or in conflict with the provisions of this ordinance are hereby re- pealed. Section 4. These monies were awarded to the City of Miami by the Tourist Development Coun- cil (TDC), Metropolitan Dade County. On February 16, 1982, the City of Miami Convention Bureau was granted $250,000 additional revenue by the Tourist Development Council (TDC), Metropolitan Dade County. The additional funding will enable the City to increase conventions generated from 230 per year to 430, for a net increase of 200 per year; increase convention attendance from 215,000 persons to 415,000 persons, for a net in- crease of 200,000 per year; and increase spending by attendees from $89 million to $172 million, for a net increase of $83 million. In addition, the European market will be covered for the first time. The $250,000 will be allocated as follows: $45,700 for four (4) additional personne•1 ; $104,300 for travel, promotional activities, and office renovations; and the remaining $100,000 will be spent on marketing research. The revised Convention Bureau budget will increase from $268,174. the adopted Budget to $518,174 a net increase of $250,000. Of the total budget, $213,174 will be funded from the City's general fund and $305,000 will be funded from TDC. In addition, $45,000 is charged directly to Metropolitan Dade County for advertising. The Convention Bureau's marketing plan has been approved by Metropolitan Dade .County, the Hotel -Motel Association of Dade County, and by Mr. Ron Fine, Tourism Committee Chairman, Tourist Development Council. 9412
