Honorable Mayor and Members of the City Commission:
Pursuant to Financial Integrity Principle No. 12 of the City's Code, which states, "the
recommendation(s) of the evaluation committee shall be provided to the Mayor and City
Commission on all such solicitations prior to presentation to the City Commission for official
action," attached please find for your review, a memo from the City Manager regarding the
ranking order of proposing firms, for RFP 1170387, "Shared Motorized Scooter Services," on
behalf of the Department of Resilience and Public Works ("Public Works").

REFERENCES: Request for Proposals
(RFP) No. 1170387
Based on the findings below, the Department of Procurement ("Procurement") hereby requests
approval to negotiate a contract with the three (3) highest ranked responsive and responsible
Proposers, Skinny Labs, Inc. dba Spin ("Spin"), Bird Rides, Inc. ("Bird"), and HELBIZ FL LLC
("Helbiz") for the provision of Shared Motorized Scooter Services.
Background:
On June 18, 2021, Procurement, on behalf of the City of Miami's ("City") Department of Resiliency
and Public Works ("Public Works"), issued RFP No. 1170387 under full and open competition, to
obtain proposals from experienced and qualified firms for the provision of Shared Motorized
Scooter Services. On October 15, 2021, nine (9) proposals were received in response to the
RFP. Proposers were required to meet all of the minimum qualification requirements established
in the RFP to be deemed qualified to provide said services. Subsequently, the proposals were
reviewed by Procurement for responsiveness, seven (7) were deemed responsive, and two (2)
were deemed non -responsive for failing to provide supporting documents as required by the RFP.
The Evaluation Committee ("Committee") met on December 16, 2021, where a robust discussion
and examination of the proposals occurred, and a consensus was reached by the Committee
pursuant to the standards published in the RFP.
The Technical Criteria were given respective weights for a maximum of ninety (90) points per
Committee member, with forty (40) points of the Technical Criteria dedicated to "safety, marketing,
and awareness." The Pricing Criteria was given ten (10) points. Additionally, a five (5%) percent
evaluation criterion (based only on the Technical Criteria) was included in in the RFP for
Proposers who maintain a local office as defined in Section 18-73 "Definitions" of the City's
Procurement Code. Thus, the total points available were 104.5 because the 5% evaluation
criterion applies to only the Technical Criteria (90 points) and not the Pricing Criteria (10 points).
Only one firm, Skinny Labs, Inc. dba Spin ("Spin"), was deemed to be eligible for the 5% criterion
using the requirements set forth in Section 18-73 of the City's Procurement Code.

The Committee decided not to hold oral presentations, as the Proposals did not require further
clarification. Due diligence was conducted to determine each of the Proposers' responsibility,
including, but not limited to verifying corporate status, and that there were no performance or
compliance issues. There were no adverse findings related to the responsibility of Spin, Bird, and
Helbiz. Prior to negotiations, Procurement will further review the Proposals submitted by the
recommended Proposers.
Negotiations:
The Committee recommends that the City enter into negotiations with Spin, Bird, and Helbiz, the
three (3) highest ranked responsive and responsible Proposers. In the event the top three (3)
Proposers are unable to reach an agreement, negotiations with Spin, Bird, and/or Helbiz will be
terminated. The evaluation committee stated that all seven (7) proposers were adequately
qualified to enter into negotiations, should negotiations fail with Spin, Bird, and/or Helbiz. This
negotiation process will continue until an agreement, acceptable to the City, has been reached.
The following individuals will participate in the negotiations:

Consensus Statement:
The Committee recommends Spin, Bird, and Helbiz for the following reasons: 1) Spin, Bird, and
Helbiz were the best at addressing the Safety, Marketing, and Awareness Plan to provide those
services as required by the City; 2) Spin, Bird, and Helbiz have the necessary relevant experience,
qualifications, and relevant past performance to provide the services required in the RFP, at the

level required by the City; and 3) Spin, Bird, and Helbiz submitted a comprehensive Proposal,
which detailed how their technologies would bolster the services required in the RFP. Moreover,
Spin, Bird, and Helbiz received the three (3) highest scores for the Safety, Marketing, and
Awareness Plan. In fact, Spin, Bird, and Helbiz all scored above 180 out of a possible 200
available points for the Safety, Marketing, and Awareness Plan.

score sheet.
