A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND
THE LEGISLATIVE SERVICES AGREEMENT, IN SUBSTANTIALLY
THE SAME FORM AS ATTACHED HERETO, WITH THE LAW FIRM
OF CRAMER AND CRAMER, TO EXTEND THE AGREEMENT THROUGH
APRIL 22, 1983, AND TO INCREASE THE MONTHLY COMPEN-
SATION TO CRAMER AND CRAMER TO $2,500 WITH FUNDS HEREBY
ALLOCATED FROM SPECIAL PROGRAMS AND ACCOUNTS.
WHEREAS, the City Commission adopted Resolution No. 81-528
on June 25, 1981, authorizing the city manager to enter into an
agreement with the law firm of Cramer and Cramer to provide legis-
lative advisory services in Washington, D.C., at a cost not to ex-
ceed $2,000 per month, plus limited out-of-pocket expenses for a
period of one year, with funds therefor allocated from Special Prog-
rams and Accounts -Contingent Funds; and
WHEREAS, the city manager entered into an agreement with
Cramer and Cramer on October 8, 1981, covering the period April 23, 1981,
through April 22, 1982; and
WHEREAS, this agreement provided to Cramer and Cramer a con-
sultant fee of $2,000 per month plus an additional $12,000 a year for
out-of-pocket expenses; and
WHEREAS, the law firm of Cramer and Cramer has provided to
the City of Miami assistance in communicating with top governmental
officials to discuss funding and technical assistance from the fe-
deral government to the City of Miami; and
WHEREAS, the City of Miami is desirous of continuing to re-
ceive legislative advisory services from the law firm of Cramer and
Cramer for an additional year;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The city manager is hereby authorized to execute
an amendment to the Legislative Services Agreement, in substantially
the same form as attached hereto, with the law firm of Cramer and
Cramer, which will extend the agreement period through April 22, 1983,
and increase the monthly consultant fee to $2,500.

LEGISLATIVE SERVICES AGREEMENT
AMENDMENT —

An AMENDMENT to a legislative services agreement dated —
October 8, 1981, between THE CITY OF MIAMI, hereinafter called
THE CITY, a municipal corporation of the. State of Florida, and
the firm of CRAMER AND CRAMER, COUNSELORS at LAW, hereinafter -
called THE CONSULTANT.
W I T N E S S E T H: -
WHEREAS, THE CITY entered into an agreement, dated
October 8, 1981, with THE CONSULTANT, to provide legislative
advisory services; and
WHEREAS, this Agreement covered the period April 23, 1981
through April 22, 1982; and
WHEREAS, THE CITY is satisfied with THE CONSULTANT'S per-
formance under the Agreement and is desirous of extending the
Agreement for an additional one year period; and
WHEREAS, THE CITY is desirous of increasing the monthly com-
pensation to THE CONSULTANT to $2,500; and
WHEREAS, THE CITY is desirous of continuing to allow THE
CONSULTANT to be compensated for out-of-pocket expenses, in
addition to the basic compensation which will be $2,500 per month
effective April 23, 1982, not to exceed $12,000;and
WHEREAS, the City Commission passed and adopted Resolution
No. on May 11, 1982 authorizing the City Manager to execute
an amendment with THE CONSULTANT to extend the Agreement through
April 22, 1983 and to increase the monthly compensation to THE
CONSULTANT to $2,500;
NOW, THEREFORE, in consideration of the mutual covenants and
agreements hereinafter set forth, the parties hereto covenant
and agree to amend the October 8, 1981 Agreement as follows:
1. Section 2.A. of the Agreement is hereby amended by
adding the following sentence: "THE CITY will contract with THE
CONSULTANT for an additional year covering the period April 23, 1982

through April 22, 1983."
2. Section 2.B. of the Agreement is hereby amended by
adding the following two (2) sentences: "Effective April 23, 1982,
the basic compensation for THE CONSULTANT will be $30,000 for the —
one year period ending April 22, 1983. Effective April 23, 1982,
payments will be in advance in equal monthly installments of
$2,500 with the first installment payable immediately upon execution
of the Amendment."
3. Section 2.E. of the Agreement is hereby amended by adding
the following sentence: "THE CONSULTANT and THE CITY hereby agree
that the maximum amount payable under this Agreement shall not
exceed 42,000 dollars for the period April 23, 1982 through
April 22, 1983."
It is understood by both parties of this Agreement that all other
conditions outlined under the original agreement of October 8, 1981
remain in full force and effect without modification, except as
provi ded herein.
THIS AMENDEMENT shall take effect the 23rd day of
April , 1982.
IN WITNESS WHEREOF, the parties hereto have caused these
presents to be executed by the respective officials thereunto

"It is recommended that the City Manager
be authorized to amend the Legislative
Services Agreement with the law firm of
Cramer and Cramer to extend the Agree-
ment through Aril 22, 1983 and to
increase the consultants monthly com-
pensation from $2,000 to $2,500 per
month."
On June 25, 1981, the City Commission adopted Resolution No. 81-528 authorizing the
execution of an agreement with Cramer and Cramer to provide legislative advisory
service. The agreement was executed on October 8, 1981, covered the period
April 23, 1981 through April 22, 1982, and provided for compensation at a rate of
$2,000 per month plus a $12,000 allocation for out-of-pocket expenses. The $36,000
allocation was budgeted in Special Programs and Accounts.
The firm of Cramer and Cramer has been very helpful to the City by assisting staff
to obtain access to top officials in Washington, D.C. Having access to these offi-
cials is necessary if the City of Miami is going to receive its fair share of the
federal funds distributed to local governments. The firm has also been helpful in
following up on grant proposals to ensure that the requests for assistance are given
thorough consideration by the federal agencies.
Two specific areas of concentration by Cramer and Cramer have been coordination with
Admiral Murphy concerning Vice President Bush's crime task force and communication
with our legislators and other governmental officials relative to refugee matters.
This amendment takes effect April 23, 1982 and may be terminated or renegotiated
by either party by giving sixty (60) days notice. The law firm of Cramer and Cramer
has provided productive legislative advisory services during the first year of their
contract and it is recommended that the Agreement be extended for an additional year
and that the consultant's compensation be increased from $2,000 to $2,500 per month.

This is to request that you renew our firm's agreement with
the City of Miami to provide legislative and executive agency
advisory services in Washington, D.C., for the period commencing
April 25, 1982 through April 24, 1983. We request that qur fee
be increased to $3500 per month, plus reasonable expenses. Tha
$3500 monthly fee includes a $500 monthly charge for
administrative overhead costs, which was not included in last
year's agreement. As you know, our prior agreement with the City
expires on April 24, 1982. The fee for last year's services was
$2000 a month plus reasonable expenses.
We have enjoyed serving the City of Miami at the Federal
level during the last year and believe that our vigorous efforts
on behalf of the City influenced in a significant and positive
way numerous senior Federal officials who oversee Federal pro-
grams affecting the City, and key Members of Congress who enact
these programs.
In our judgment, these efforts have contributed signi-
ficantly to the increased sensitivity that Federal officials at
the White House and various Federal agencies have recently shown
for the economic and social problems facing the City. The firm
has consistently argued over the last year that a substantial
part of Riami's economical and social burdens resulted from
Federal action and that therefore the Federal government is
responsible to help ease those burdens.
We have been in constant contact with key senior Federal
officials and have argued that, given 4iami's unique situation
and geographic location, it should be given high priority for

;participation in Federal -State -Local cooperative programs.
Programs that we have worked on in the pursuit of the City's
objectives include, among others, the Job Corps Program at the
Department of Labor; Economic Development Agency programs, in-
cluding the Pantry Pride Project and the Liberty City Industrial
Park, at the Department of Commeres; the Urban Development Action
Grant Program and the Public Housing Program at the Department of
Housing and Urban Development; the Cash and Medical Assistance
Refugee Reimbursement and Secondary Resettlement Programs at the
Department of Health and Human Services; and Mass Transit matters
at the Department of Transportation. We have also met periodi-
cally with senior officials at the White House, Immigration and
Naturalization Service and the Department of Justice to request
Federal relief from the significant crime and immigration
problems facing the City. In connection with our work on behalf
of the City, we have arranged numerous meetings for City offi-
cials with senior officials at the White House and at various
Federal agencies. ;
We believe that our firm has had a respectable amount of
success in pursuing the City's objectives over the last year in
Washington and would greatly apar3ciate the opportunity to
continue to pursue those objectives over the next year. With
close to thirty years of public service behind me I sincerely
believe that the City of Miami has one of the best administrative
staffs in the nation and one which I frankly enjoy working with.
