HomeMy WebLinkAboutR-82-0426RESOLUTION NO. 8 2- 4 2 6 A RESOLUTION ALLOCATING $12,000 OF 7TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND $10,000 FROM THE H.U.D. REFUGEE DISCRETIONARY GRANT, FOR A TOTAL OF $22,000, TO UNDERTAKE JOINTLY WITH METRO- POLITAN DADE COUNTY, A COMPREHENSIVE HOUSING AND SOCIAL SERVICE SURVEY OF THE HAITIAN COMMUNITY WITHIN THE NORTH CENTRAL PORTION OF THE CITY OF MIAMI; SAID SURVEY HAVING A TOTAL JOINT COST OF $42, 000. WHEREAS, the north central portion of the City of Miami has become heavily impacted by the arrival of thousands of Haitian Refugees; and WHEREAS, the 1980 U.S. Census of Population and U.S. Department of Immigration data provides an inadequate count on number of Haitian Refugees residing in the City of Miami; and WHEREAS, the existing housing stock and social service support system have become overburdened due to the refugee population; and WHEREAS, the City of Miami desires to improve the socioeconomic conditions of the refugee population and to mitigate the negative aspects of a large refugee concentra- tion upon the community; WHEREAS, Metropolitan Dade County has indicated an interest in providing $20,000 funding to the City to jointly fund a Comprehensive Housing and Social Service Study of the Haitian Community in the north central portion of the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $12,000 is hereby allocated from 7th year Community Development Block Grant funds and $10,000 is hereby allocated from H.U.D. Refugee Discretionary Grant funds (a total of $22,000), to jointly fund, with Metropoli- tan Dade County, a Comprehensive Housing and Social Service CITY COMMISSION MEETING OF MAY 1 1 1982 82 4 0 Survey of the Haitian community within the north central portion of the City of Miami. McManus RF.FrREE':CESthe Haitian Community cting Director References: May 13, 1982 PlanningDepartment f "CL06UF••FF P Commission Agenda It is recommended that the Commission allocate $22,000 for a Comprehensive Housing and Social Service Survey of the Haitian Community to be jointly funded by Dade County per the at- tached resolution. There is presently insufficient data available concerning the magnitude of the recent Haitian influx into the City of Miami. While a Special Census was aut hDrized for the Haitian popula- tion it has not yet been implemented and when it is undertaken it will be based on data provided by the Immigration and Natura- lization Service, no actual field counts will be taken. Data collected will only show Countywide totals and based on only approximately 50 percent of the actual population due to the large number of undocumented Haitians residing in Miami. Due to the extreme impact of the Haitian population on the Edi- son Little Fiver Community and the minimal data available to de- sign and initiate responsive planning activities it is recommended that a comprehensive Housing and Social Service Analysis be un- dertaken within the Edison -Little River Area. A proposal pre- pared by Behavioral Science Research Institute calls for sampling of b00 households within the Community. The Countywide significance of this problem and the potential impact this population transformation will nave on a number of county CD Projects in the area (Edison -Little River Commercial REvitalization) makes this project most appropriate for County participation in sponsorship of this project along with the city. This item will be brought before the Dade County Commis- sion shortly in order to allocate $20,000 to this project. The City will act as joint agent for this study. City funding for this project can be provided by the Community Development Block Grant Program since this project will provide invaluable information that is pertinent to our C.D.B.G. funded housing rehabilitation program currently operating within the Edison -Little River Area.
