A RESOLUTION ALLOCATING $55,000 OF COM-
MUNITY DEVELOPMENT BLOCK GRANT FUNDS TO
THE DOWNTOWN DEVELOPMENT AUTHORITY TO
COVER THE COST OF CONSULTANT SERVICES ON
THE PARK WEST PROJECT BEYOND THE ORIGI-
NALLY CONTRACTED FOR SCOPE OF SERVICES;
AUTHORIZING THE CITY MANAGER TO AMEND THE
MEMORANDUM OF AGREEMENT WITH THE DOWNTOWN
DEVELOPMENT AUTHORITY CONCERNING THE PARK
WEST PROJECT STUDY IN ACCORDANCE WITH THE
HEREIN RESOLUTION.
WHEREAS, by Resolution No. 78-542 the City allocated
$140,000 to the Downtown Development Authority to engage
consultant services for a feasibility, planning, and
redevelopment study for the Park West area; and
WHEREAS, the City executed a Memorandum of Agreement
with the Downtown Development Authority in October 1978,
providing for management of said study; and
WHEREAS, the citizen participation effort organized
for the Park West study resulted in changes in the plan and
related project elements beyond the scope of services pre-
scribed in the contract between the Downtown Development
Authority and its consultants; and
WHEREAS, the aforementioned plan changes and associated
delays resulted in increased costs to the consultant.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The sum of $55,000 is hereby allocated
from Community Development Block Grant funds to cover
increased costs incurred for the conduct of the Park West
Feasibility, Planning and Redevelopment Study.
Section 2. The City Manager is hereby authorized
to amend the Memorandum of Agreement with the Downtown
Development Authority for the Park West study, increasing
the maximum compensation by $55,000.

IT IS RECOMMENDED THAT $55,000 IN
COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS BE ALLOCATED TO THE DOWNTOWN
DEVELOPMENT AUTHORITY VIA THE EN-
CLOSED RESOLUTION TO COVER THE
COST OF ADDITIONAL CONSULTANT
SERVICES ON THE PARK WEST PROJECT
BEYOND THE ORIGINAL CONTRACTED
SCOPE OF SERVICES.
In order to be responsive to citizen concerns and to recommendations of
the Park West Civic Association, a number of changes had to be made by
the DDA consultant in the design and other aspects of the recommended
redevelopment plan, project model, and final report.
The citizen participation element of the project and the aforementioned
plan changes caused the project to -extend beyond the nine -month period
covered in the consultant contract. This in turn required an update in
the feasibility analysis originally conducted in 1980 to cover increases
in land acquisition costs, building construction costs and prevailing
bond interest rates and other affected project elements.
Project costs beyond those previously allocated amount to $55,000 and
are computed as follows:
- Project model $ 9,000
- Report printing and
camera ready graphics 28,000
- Feasibility analysis
update 8,000
- Citizen participation
resulting in design
and document changes 10,000

The requested allocation is solely for costs incurred by consultants
Wallace, Roberts & Todd and American City Corporation retained by the
DDA and do not represent any charges for DDA staff or other direct
DDA costs.
It is therefore recommended that the Downtown Development Authority
be allocated an additional $55,000 from Community Development Block
Grant funds for this purpose.
