WHEREAS, there exists a contract dated April 29, 1981
bet�..een the City of Miami, Florida and First Florida Building
Corporation in the amount of $1,818,000 for construction of t:,c:
Fire -Rescue Tr.aini= Center, and
WHEREAS, the Fire Dep_irtment has requested additional
interior -codifications that vil._ allow for t:-,e expansion of
rescue.training and physical fitness programms and for the re-
finement of institutional office spaces, and
t:THEREAS, the consultants on the project had prepared
revised plans and specifications showing additional work and
submitted them to the contractor for a price quotation for doing
the work, and
t•dHEREAS, the contractor has provided a lump sum.
quotation for doing the work, in the amount of $113,100.,and

upon his additional 90 working days being added to the construc-
tion time, and
WHEREAS, the Departments of Public Works and Fire and

UTHEREAS, Ordinance No. 9395, passed April 16, 1982,
amended the Capital Improvement Appropriations Ordinance for the
fiscal year 1931-82, providing $125,000 additional funds to cover
the cost of the additional work;
NOW, THEREFORE, BE IT RESOLVED BY THE CO-eMISSION OF THE
CITY OF ?IIAM, FLO:IDA:
Section 1. The work under the contract between the
City of Miami, Florida and First Fl;)rida Buildin- Corporation
for tl-.e construction of Fire -Fescue Train- ng Censer is hereby
increased in an amount not to e::ceed $11.3 ,1On, , with the fun, s for
this increase to be provided entirely by an increase in the
appropriations to the project -provided by Ordinance No. 9395,
passed April 16, 1982.
Section 2. The construction time for the above contract
between the City of Miami, Florida and First Florida Building
Corporation is hereby increased by 90 working days for Fire -
Rescue Training; Center.

The Departments of Public Works and Fire
recommend the adoption of a resolution
authorizing an increase in contract amount
not to exceed $113,100 and an increase in
construction time of 90 working days for
FIRE -RESCUE TRAINING CENTER, said funds
for the increase in contract amount to be
provided by increased appropriations to
the project made by Ordinance No. 9395
passed April 16, 1982.
A contract dated April 29, 1981 exists between the City of Miami
and First Florida Building Corporation for the construction of
Fire -Rescue Training Center in the amount of $1,818,600. The
Fire Department has requested additional interior modifications
that will allow for the expansion of rescue training and physical
fitness programs and for refinement of instructional office spaces.
Attached to this memorandum is a supplement that will state in
general terms the additional work to be done. Attached to it
will be a detailed list of the work to be done, prepared by the
Consultant, and the contractor's price quotation for this work.
The Consultant, Tacquechel Associates, Inc., has prepared revised
plans showing the additional work, submitted them to the contrac-
tor and received a quotation of $113,100 for doing the work that
the Public Works Department, the Fire Department, and the Consult-
ant consider fair and reasonable.
A condition of the contractor's quotation was that the construction
time granted by the contract would be increased by 90 working days
to allow time for him to do the work and to compensate him for
delays already caused by the proposed work. The Departments of
Public Works and Fire and the Consultant consider the contractor's
request fair and reasonable.
The cost of the work will exceed the remaining Provision for Special
Items in the Contract and an increase in contract amount will be
required to do the work. Ordinance No. 9395, passed April 16, 1982,
amended the City Capital Improvement Appropriations Ordinance for
fiscal year 1981-82 and provided $125,000 to cover the cost of the
additional work.

SUPPLEMENT TO MEMORANDUM
ACCOMPANYING RESOLUTION FOR
INCREASE IN CONTRACT AMOUNT
AND CONSTRUCTION TIME
(For Commission Meeting
May 11, 1982)
The additional work to be covered by the increase in contract amount
is as follows:
GROUND FLOOR:
1. A hose rack will be added in the Apparatus Room.
2. A new storage closet will be provided in the Work Shop.
3. Gunite will be added to the walls of the Rescue Training Pool.
Stucco will be added to the walls above the training pool at
the viewing deck and to three walls of the racketball area.
4. The fire rated drywall ceiling above the pool area will be
changed to fire rated acoustical tile.
5. Improvements will be made in the rescue pool lighting system.
6. Additional spare conduits will be added for future use.
7. A new 75 KVA panel will be provided in the Switch Gear Room.
MEZZANINE:
1. A new mezzanine will be built over the auditorium/classroom
area which will provide 1200± additional sq.ft. of usable
floor space.
SECOND FLOOR:
1. Revisions will be made to the rescue pool ladders and swim -out
deck.
2. A special outlet will be provided at the rescue pool ceiling
for special TV lighting.

THIRD FLOOR:
1. There will be a rearrangement of office and lounge areas.
2. Fire rated drywall over the office areas will be changed
to acoustical tile.
3. A new folding partition will be added.
4. An additional 363 sq.ft. of carpet will be added.
5. Plumbing and air conditioning changes will be made.
6. Lighting fixtures and outlets will be rearranged.
7. Two spare conduits will be installed for later use from
the museum and auditorium/classroom areas to TV Control
on the Fifth Floor.
FOURTH FLOOR:
1. Fire rated drywall over classrooms and simulator area will
be changed to fire rated acoustical tile.
2. Three additional spare conduits will be provided from the
classrooms to TV Control at the Fifth Floor.
FIFTH FLOOR:
1. There will be a rearrangement of the storage areas, office
areas, and offices.
2. A new classroom will be provided.
3. A new 8' wide movie screen in the rescue stations and a
10' wide screen in the new classroom will be provided.
4. A new TV producer's office will be provided.
5. An additional 563 sq. ft. of new carpet will be provided.
6. Additional plumbing* will be provided and revisions to the
specified plumbing will be made.
7. An air cascade and suction system will be provided in the
rescue stations.
8. A new air conditioning system will be provided for the
TV producer's office.

specified.

It is understood that the gunniting of the pool walls was estimated to be a
thickness of three inches for a total cost of $5,940.00, however the Architect
feels that a one inch minimum coverage will be adequate to prevent any corrosion
to bleed through the walls at a later date. In speaking with the gunnite contrac-
tor he felt that the savings between an inch to three inches would be negligible,
reason being that the biggest expenditure he has is the setting up and tearing
down of his equipment. The subcontractor also mentioned that due to the irregu-
larity of the surface of the swimming pool walls he was not sure that one inch
would be adequate coverage. In all probability the minimum should be maybe an
inch and a half for adequate coverage.
Once the subcontractor is ready to commence working we will notify_ the Architect
so he can be present in order for all of us to dot=rmine what the proper thickness
should be. It is understood that a credit will be issued once the final thickness
of the pool wall is determined.
Be advised that not included in this Change Order are the ceramic the and the
general conditions which we have requested in our letter to you dated April 2,
1982. General conditions on a job of this nature are customarily requested when
the job has been shut down and our personel has been kept on the payroll indefin-
ately until such time as the customer, in this case the Miami Fire Department
decides how they want to proceed with their proposed changes.
Once again I would like to direct your attention to our letter to you dated April
2, 1982 where by we respectively request $10,000.00 in general conditions for an
exact period of thirty days of not being able to accomplish any work in the building
due to the proposed changes by the Fire Department. In the event that another thirty
days are required to finalize the decisions of the proposed changes by the Fire
Department, an.additional $10,000.00 will be charged for each thirty days that we are
not able to accomplish any work in the building.
