City Clerk to advertise for sealed bids for BUENA VIST.': HIGHU!AY IMPRO'' EMENT-PHASE I in N the BUENA VISTA HIGHWAY IMPROVEMENT DISTRICT- °O PHASE I, H-4475. Buena Vista Highway Improvement -Phase I was ordered by the City Commission on March 16, 1982. It is now in order to confirm the ordering, resolution and to authorize advertising for bids. A public hearing; will be held by the City Commission at their meeting of May 13, 1982. At that time the Commission will hear objections to the confirmation of the ordering; resolution, no. 82-256. This improvement is being; proposed as an assessable improvement under Section 56 of the Charter of the City of Miiami. This district is bounded by I;.1,', u6 Street, 1;.1". 54 Street, 2 Avenue and 1,1,11% .5 Avenue; and also by N-1'!. 50 Street, N.W. 53 Street, 5 Avenue and h. 6 Avenue. The overall condition of the street rights of way in this area has become severely deteriorated. Side Parkways are in poor condition due to extensive on -street parking; pavement is out or grade and/or off -center; and drainage problems are extensive. All of these problems will be corrected by BUENA VITA HIrH1-'AY IMPROVE- MENT -PHASE I. The proposed construction will include asphaltic pavement, concrete sidewall�, concrete curbs and/or gutters, storm drainage and landscaping. BUENA VISTA HIGHWAY IMPROVEMENT -PHASE I is currently included in the City of Miami's 1981-87 Capital Improvement Program for construction in fiscal 1983-84. The construction of this improvement will be rescheduled for fiscal 1982-83 and will be funded by Highway and Storm Sewer General Obligation Bond Funds. DCB: rj Resolution attached 82-37 4 101 N. By unanimous vote of members present, the following is proposed: 1. Street improvements outlined in your letter of April 29 to all property owners, should be improved with community development funds. (CD Funds), as was used to improve the other streets in the neighborhood. 2. We are fully aware that similar projects throughout Miami have been completed over the past several years without any special assessment to residents. In fact improvements are now being completed in the King Heights neighborhood, north of NW 54th Street from NW 12tn Avenue to NW 7th Court. Now special assessments are required for the Manor Park neighborhood just to the south of King Heights and a part of the same neighborhood strategy area. The Advisory Board supports the ACORN group appeal to elimi- nate the special assessments for street improvements by find- ing an alternative source for subsidizing the completions of the improvements without assessing adjacent property owners. The Board feels that Community Development Block Grant funds would be one potential source of funding for this project. Please do not -misunderstand the Board's position of support for the ACORN group as opposition to the street improvement projects planned for the area. We feel the streets improve- ments are important for revitilizing the neighborhood and would like to see them completed. However, we hope that you will give consideration to utilizing other resources to eliminate assessments where such assessments pose a hardship on property owners. Program commenced in 1975. Since been allocated from this fund for the various target areas, approxi- allocated to Model City street King Heights area. Each community through the assistance of its planners decided on the amount of funds that through the year: should be allocated for street improvements. Certain areas such as Downtown and Little Havana elected to allocate only limited funds for street improvements - $59,557 and $349,326, respectively. Other target areas such as Allapattah ($2.4 mil- lion), Edison/Little River ($2.1 million) and Model City, ($'2.1 million), allocated considerable sums of money for this purpose. Last year, which was the last year of the three-year plan, the target areas were informed that the seventh year would be the final year in which Community Development funds would be utilized to fund street improvements. This recommendation was made known to the target areas and approved by the City Commission. This policy was reiterated by the City Commission at this year's April 1 Community Development public hearing, Community Development can no longer afford to continue to fund street improvements. Our allocation since the sixth year (180-81 fiscal year) allocation has been reduced from an 11.3 million dollars high to 9.6 million in the eighth year. The Reagan administration has drastically cut all housing programs,in a city with a severe lack of safe, sanitary L—� and affordable housing. As a result of this, staff recommends that forty percent of its eighth year budget be allocated for this purpose. In conclusion, since there are Highway Bond Funds available for street improvements, it is staff's recommendation that the policy of not fund- ing street improvements from Community Development funds be continued. /cr t i I ' f I 101 N.
