HomeMy WebLinkAboutR-82-0482RESOLUTION NO. 82_482 A RESOLUTION AUTHORIZING THE LOAN OF $250,000 FROM FLORIDA POWER AND LIGHT FRANCHISE FUNDS, IN THE CAPITAL IMPROVEMENT FUNDS, TO THE ORANGE BOWL ENTERPRISE FUND FOR THE PURPOSE OF PURCHAS- ING AND INSTALLING PROTECTIVE FENCING AND POSTS IN THE UPPER DECK AND TO REPLACE DETERIORATED BLEACHERS IN THE WEST END ZONE OF THE CITY OF MIAMI'S ORANGE BOWL STADIUM; SAID LOAN TO BE REPAID FROM THE 2% RESORT TAX OVER A PERIOD OF 9 MONTHS; INTEREST RATE OF % TO BE REPAID FROM THE ORANGE BOWL ENTERPRISE FUND. WHEREAS, the existing fencing and posts behind the last row of seating in the upper deck of the Orange Bowl Stadium's north, south and west stands have completely rusted through in many areas; and WHEREAS, thousands of fans lean against this four foot high fence during a game, in the interest of public safety it has been determined that this fence should be replaced with an eight foot high fence costing $220,000 of the same size mesh and coating as the existing (new) orange perimeter security fence; and WHEREAS, replacement of the Orange Bowl Stadium's deteri- orated fixed bleachers in the West End Zone was recommended in the Orange Bowl structural evaluation performed by Wiss, Janney, Elstner & Assocaties engineers; and WHEREAS, it has been determined that replacement bleachers can be installed for $30,000; and WHEREAS, $250,1000 may be loaned from the Florida Power and Light Franchise Revenues in the Capital Improvement Fund, to the Orange Bowl Enterprise Fund; and WHEREAS, the Tourist Development Council shall repay said sum to the Orange Bowl Enterprise Fund; and WHEREAS, the Orange Bowl Enterprise Fund shall upon receipt of said money repay to the Capital Improvement Fund the amount of $250,000; and WHEREAS, the Orange Bowl Enterprise Fund shall repay interest at a rate of % to the Capital Improvement Fund; CITY COMMISSION MEETING OF MAY 2 7 1982 . tE�OUmON �..,y-s►..�w. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The sum of $250,000 is hereby authorized to be loaned from the Florida Power and Light Franchise Revenues in the Capital Improvement Fund for the purpose of purchasing and install- ing protective fencing and posts in the upper deck and to replace deteriorated bleachers in the West End Zone of the City of Miami's Orange Bowl Stadium. Section 2. The Tourist Development Council shall repay said $250,000 over a period of 9 months with funds derived from the 2% Resort Tax. Section 3. The Orange Bowl Enterprise Fund will repay the aforesaid advance upon receipt of said monies, to the Capital Improve- ment Fund. Section 4. The Orange Bowl Enterprise Fund shall repay inter- est at a rate of % to the Capital Improvement Fund. PASSED AND ADOPTED this 27 day of MAY , 1982. MAURICE A. Losvv..s Capital Improvement Appropri- -~-•o - ation ordinance. ev -- Copies oT Draft Legislation �- The Department of Stadiums and Marinas ti recommends the adoption of a resolution authorizing the loan of $250,000 from Florida Power and Light Franchise' Revenues, in the Capital Improvement N Fund, to the Orange Bowl Enterprise Fund, for the purpose of installing protective fencing and posts in the Orange Bowl upper deck and to replace deteriorated bleachers in the Orange Bowl Nest End Zone; said loan to be repaid from the 20 Resort Tax over a period of 9 months; with interest at % to be repaid from the Orange Bowl Enterprise Fund. The enclosed Companion Ordinance amending the Capital Improvement Appropriation Ordinance establishes new projects in the Orange _ Bowl Enterprise Fund by increasing the appropriation of the Orange Bowl 2- Resort Tax in an amount of $250,000. The existing fencing and posts behind the last row of seating in the upper deck of the Orange Bowl Stadium north, south and west stands, have completely rusted away in many areas. There is the danger that if someone is pushed into this fence that it will give away. In addition, people lean over this four foot high fence and drop items on unsuspecting patrons on the ground. As a part of our comprehensive program of Orange Bowl renovations and improve- ments it is recommended that the short fence be replaced with one eight feet high with two feet of additional fence angled into the stadium. The mesh size and coating should be the same as the existing (new) perimeter security fence. The new fence will pre- vent someone from falling, reduce the amount of throwing of items over the edge and prevent someone from climbing the fence. The estimated cost of this project is $220,000 which is based on the cost of our new perimeter ground level security fence and which includes a contingency of $20,000. 82-4F02- s . Howard V. Gary Page 2 April 27, 1982 Following a recommendation by consulting engineers Wiss, Janney, Elstner & Associates, it is recommended that portable bleachers costing an estimated $30,000 be installed to replace the deteri- orated fixed bleachers in the Orange Bowl West End Zone. The Tourist Development Council has committed an estimated $250,000 from future collections of the Orange Bowl portion of Resort Tax funds so that we may purchase and install the aforementioned pro- tective fence and posts and replacement bleachers. cc: Law Department Finance Department Planning Department Department of Management and Budget 82-4E.2.-
