A RESOLUTION AUTHORIZING THE CITY ATTOR-
NEY TO DRAFT AN ORDINANCE REQUIRING THAT
ALL PARTIES MAKING PRESENTATIONS, FORMAL
REQUESTS OR PETITIONS IN WRITING TO THE
CITY COMMISSION OR ANY CITY BOARD FIRST
MAKE FULL DISCLOSURE OF ALL PARTIES
HAVING A FINANCIAL INTEREST, EITHER
DIRECT OR INDIRECT, IN THE SUBJECT MATTER
OF SAID PRESENTATION, REQUEST OR PETITION;
AND FURTHER DECLARING THAT HENCEFORTH
WHERE SUCH PRIOR FULL DISCLOSURE IS NOT
SO MADE IN WRITING, SAID PRESENTATION,
REQUEST OR PETITION SHALL NOT BE CONSI-
DERED TO BE COMPLETE OR IN PROPER FORM
FOR CONSIDERATION BY THE CITY COMMISSION
OR ANY CITY BOARD.
WHEREAS, local and state laws require all public
elected officials and other citizens voluntarily participa-
ting in governmental functions, such as boards, committees,
and other agencies, to abstain from voting and participating
in the decision making process of any legislation or issue
to be determined that may present a conflict of interest;
and
WHEREAS, there is no other effective way of determining
whether an item or issue may present an elected public offi-
cial or appointed board or committee member with a conflict
of interest, other than requiring full disclosure of the
names and addresses of all parties in interest, together
with the nature, kind and amount or extent of interest.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Attorney is hereby authorized
to draft an ordinance requiring that all parties making pre-
sentations, formal requests or petitions in writing to the
City Commission or any city board, make full disclosure of
all parties having a financial interest, either direct or
indirect, in the subject matter of said presentation,
request or petition.

Section 2. It is the intent of the City Commission
that hence forth where full disclosure as described in Sec-
tion 1 hereof is not made in writing prior to any presenta-
tion, request or petition to the City Commission or any city
board, said presentation, request or petition shall not be
considered to be complete or in proper form for considera-
tion by the City Commission or any city board.
